synopsis/solicitation for Commercial Items, prepared in accordance with
the format in Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation to be issued. Proposals are being requested. Responses
should reference Request for Proposal No. 99WRSS0007 . This synopsis/
solicitation document incorporates the provisions and clauses that are
in effect through 97-10. This is a Small Business Set-Aside. The
recommended Standard Industrial Classification Code is 3827 with a
corresponding size standard of 500 employees. Firms responding should
indicate wether or not they are small business, small woman-owned
business, small disadvantaged business, or 8(a) business, in accordance
with the referenced SIC Code. The U.S. Geological Survey intends to
procure, under a firm fixed-price contract a quantity of one Designs &
Prototypes Model 101 FT-IR Field Spectrometer, (BRAND NAME OR EQUAL)
system which consists of: a Fourier Transform Spectrometer in a
thermoelectrically temperature controlled enclosure; electronics
control panel and pentium 133 computer in an aluminum attache case;
tripod; 12 volt batteries and worldwide power supply; 5"x 5" diffuse
gold calibration target; 2.4 degree FOV telescope attachment; 2.4
degree regulated blackbody calibration attachment,a 4 litre LN2 dewar;
and an IR LN2-cooled detector. EVALUATION CRITERIA: (a) technical
specifications conformance qualtiy;(b)hand portability,global
operabiltiy, calibrated,remote sensing capable;(c)price. Technical
conformance quality,when combined with portabiltiy,operability,and RS
capabiltiy,are more important than price. FOB point is Destination.
Delivery is required within 120 days ARO. Acceptance point is the USGS
Astrogeology Team Headquarters, 2255 North Gemini Drive, Bldg #5,
Flagstaff, AZ 86001-1698. The provisions at FAR 52.212-1, Instructions
to Offerors, Commercial Items, and FAR 52.212-2, Evaluation --
Commercial Items, apply to this acquisition. Offerors are to provide
descriptive literature which clearly describes the product relative to
the desired features identified herein. Please include a completed
copy of the provisions at FAR 52.213-3, Offeror Representations and
Certifications -- Commercial Items with offer. Copies of this provision
may be obtained by contacting the Contracting Officer. The FAR Clause
at 52.212-4, Contract Terms and Conditions -- Commercial Items, and at
FAR 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Items apply to this
acquisition. Under FAR 52.212-5, paragraph (b),this contract will
incorporate by reference; 52.203-6, Restrictions on Subcontractor Sales
to the Government, with Alternate I; 52.203-10, Price or Fee Adjustment
for Illegal or Improper Activity; 52.219-8, Utilization of Small
Business Concerns and Small Disadvantaged Business Concerns; 52.225-3,
Buy-American Act; and, 52.225-18, European Union Sanction for end
Products. Only written responses/proposals to this
synopsis/solicitation shall be accepted and must be received by 4:00
p.m. PST, April 9, 1999. Mail to the attention of Bernard S. Jackson at
the address listed herein. Proposals sent by facsimile or electronic
mail will not be accepted. The Government may award without discussion.
