synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. This solicitation number NRMGD000901385RA is being
issued as a Request for Quotation (RFQ). This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-10. This solicitation is unrestricted as to
business size. The SIC code is 3829 and the small business size
standard is 500 employees. Items to be delivered are 25 each WOCE/SVP
Drifters. The drifters are WOCE/TOGA SVP Lagrangian. The drifters shall
be built as stated in the WOCE/TOGA SVP Lagrangian Drifter Construction
Manual by Andrew L. Sybrandy and Pearn P. Niiler dated February 1991,
SIO Reference 91/6, WOCE Report Number 63 and updated in 1995, WOE
Report Number 134/95, DPCP Tech Document Number 4. The drifters shall
be WOCE standard drifters (SVP) using the ARGOS transmission system to
send data using a 90 second transmission interval with a 33 1/3% duty
cycle. The drifters shall use a Holey Sock drogue tethered at 15
meters (center of Drogue). Other sensors are Sea Surface Temperature,
Submergence and Battery Voltage. See the construction manual for
complete specifications of all sensors, drogue, transmitter,
operational limits and drifter construction. A drifter specification
sheet version 1 shall be completed for each drifter manufactured. This
spec sheet must accompany each drifter at time of delivery. The only
known manufacturers of this product are Metocean, Technocean, and
Clearwater Instruments. Contractors shall specify in their quote their
best delivery time after receipt of an order. Prices quoted shall be
FOB Origin. Delivery and acceptance shall be at the Department of
Commerce, NOAA/ AOML, 4301 Rickenbacker Causeway, Miami, Florida 33149.
Estimated shipping charges shall be used in evaluation of quotations.
The provisions at 52.212-1, Instructions to Offerors -- Commercial
Items and 52.212-2, Evaluation -- Commercial Items, applies to this
acquisition. Evaluation shall be based on price, other price related
factors, and past performance. Offerors are advised to include a
completed copy of the provision at 52.212-3, Offeror Representations
and Certifications -- Commercial Items with its offer. The clauses at
52.212-4, Contract Terms and Conditions -- Commercial Items and at
52.212-5 Contract Terms and Conditions Required To Implement Statutes
or Executive Orders -- Commercial Items applies to this acquisition. A
product warranty consistent with customary commercial practices is
