Office (DOE ID) seeks information from small businesses (only)
regarding qualifications and capability to perform environmental
monitoring and ecological research at the Idaho National Engineering
and Environmental Laboratory (INEEL) located near Idaho Falls, Idaho.
Applicable SIC code is 8731; only those concerns qualified as a small
business under SIC 8731 and having the necessary expertise should
respond. (This is not a notice of availability of a solicitation. DOE
ID will make a determination of procurement approach after receipt and
analysis of capability information.) The INEEL is located on 890
square miles in southeast Idaho at the northeast reaches of the Snake
River Plain. Within the INEEL complex are nine major applied
engineering, interim storage, and research and development facilities.
A detailed overview of the INEEL may be accessed on the Internet at
http://www.inel.gov. The services and research required include: 1)
Wildlife, habitat and vegetation surveys, studies and research; 2)
offsite surveillance, including sample collection and analysis of air,
water, soil, milk, wheat, lettuce, and meat (domestic and wildlife)
for radionuclides, including the analysis and reporting of data
obtained; 3) sitewide research about endangered wildlife species,
pollutants in the environment, and revegetation; and 4) diverse, but
program specific research projects, including a demonstration of a
biobarrier for environmental restoration of waste management areas,
assessment of iodine 129 levels in the environment and impact of
effluent disposal in lined ponds. In addition to being able to complete
the work objectives, qualified small businesses must have, or be able
to organize, oversight participation by regional and State of Idaho
educational institutions and other stakeholder organizations. The
reason for this is certain environmental data generated by the work is
provided to DOE Headquarters, the Environmental Protection Agency
(EPA) and the State of Idaho. With oversight participation by state and
regional stakeholders, state and public confidence in INEEL operations
is enhanced. Much of the ecological research work is performed by
subcontract to state and regional educational institutions. Hence,
questions concerning data validity are diminished and the objectivity
and independence (from DOE) of the work are ensured. Two reports are
available on the Internet which describe the work, data/results
reported and abstracts of research performed. These were submitted to
DOE ID by the Environmental Science and Research Foundation, the
current contractor providing these services. The first is the "Annual
Technical Report to DOE-ID: Calendar Year 1997" and the second is the
"1997 Annual Environmental Report". Both of these reports can be

CBD numbered Note 25 applies, which states "Information submitted
should be pertinent and specific in the technical area under
consideration, on each of the following qualifications: (1) Experience:
An outline of previous projects, specific work previously performed or
being performed and any in-house research and development effort; (2)
Personnel: Name, professional qualifications and specific experience
of scientist, engineers and technical personnel who may be assigned as
a principal investigator and/or project officer; (3) Facilities:
Availability and description of special facilities required to perform
in the technical areas under consideration. Provide a statement
regarding industry security clearance. Provide any other specific and
pertinent information as pertains to this particular area of
procurement that would enhance DOE's consideration and evaluation of
the information submitted." A presence in Southeast Idaho with easy
daily access to the INEEL is required to perform the work. Cost/Pricing
information should not be submitted. Responses that do not provide
complete information will not be evaluated for capability to perform.

of this work shall be viewed negatively. Responses are due to Mr.
