architect-engineer services will be for two years, with individual work
orders being issued. Each work order will be negotiated as an
individual project. Projects will either consist of architectural and
engineering services for repair and alteration work in existing post
office locations, or new construction under the Family of Automated
Designs (FAD). Work orders for any one project cannot exceed $500,000.
The contract may be renewed for three, one-year periods. The total
amount of work ordered over the five year period may not exceed
$2,500,000. A minimum contract value is $5,000. Firms which meet the
requirements of this announcement are invited to submit: (1) a
completed Standard Form (SF) 254, Architect-Engineer and Related
Services Questionnaire, (2) a completed Standard Form (SF) 255,
Architect-Engineer and Related Services Questionnaire for Specific
Project, and (3) any supplemental data. Forms submitted must be
received by April 23, 1999 addressed to D. W. Tokasz, Purchasing
Specialist, U. S. Postal Service, Facilities Service office, PO Box
701, Columbia, Maryland 21045-0701 (physical address is: 10500 Little
Patuxent Parkway, Suite 200, Columbia, MD 21044-3805). Please reference
Solicitation # 232098-99-A-0028. The selection will be conducted by
using the submitted SF 254s and SF255s. Interested firms with more than
one office must indicate on their SF 255 the staffing composition of
the office in which the work will be performed. Consideration will be
given to interested firms responding to this advertisement according to
the foregoing instruction in the following order of preference: 1.
Firms located within the Lancaster District of the Allegheny Area; 2.
Firms or Joint-ventures with representation of all A/E disciplines in
house; 3. Firms with knowledge of and recent successful experience with
retail design and CAD facility automated design; 4. Firms whose
consultants are within fifty (50) miles of the principal A/E firm.
Firms will be considered local only if their sole office is in the
local geographical area or they have a local branch office and all the
architectural design, coordination, and management of the project will
be performed in that office. Selection criteria will take into account
the number of present postal contracts. Any individual firm can have
up to a maximum of two (2) contracts at the same time with the Postal
Service. AutoCad Release 12 and above computer capabilities and
expertise is a must criteria. Performance histories on previous Postal
Service projects will be considered. The contract contains a
requirement for firms to provide evidence of current insurance of
$200,000 per claim of Errors and Omissions Insurance. Participation of
Women and Minority-Owned Businesses is a consideration in U. S. Postal
Service architectural selections. It is prohibited to pay any fee,
commission, percentage, or brokerage fee to any person or firm
contingent upon or resulting from award of a contract for this project.
No other general notification for this project will be made. This is
