Brown Project involves furnishing a Type III helicopter fully
operational, including but not limited to water bucket, fuel truck, and
long line remote hook. Seating capacity for a minimum of four
passengers/helitack crew, of which only one passenger is in the front
and 3 passengers are in the back. The helicopter shall be capable of
operating from the designated base, capable of hovering out of ground
effect at 8,000 MSL at +28 degrees C with an internal nonjettisonable
payload of 800 pounds as determined by US Forest Service Helicopter
Load Calculation using actual pilot weight and fuel for one hour and 30
minutes flight time. The helicopter must be capable of maintaining 90
knots (minimum) true air speed while equipped as prescribed in the
contract (including any external nonjettisonable loads) at the
altitude, temperature, and payload specified above. Availability period
is from approximately June 10, 1999 through September 7, 1999 (90
days). The designated base is at the Monument Fire Center, El Paso
County, Monument, Colorado. Contract time is base year period (90 days)
plus three (3) possible option years (each 90 days possible). See Note
