System (NCS) seeks sources for the follow-on to their System
Engineering & Technical Assistance (SETA) contract, currently being
performed by Booz-Allen Hamilton at the Defense Information Systems
Agency (DISA) Headquarters compound, 701 S. Courthouse Road, Arlington,
Virginia following its expiration on 13 August 2000. The Office of the
Manager, NCS is responsible for providing assured connectivity for the
President and the Federal Government in all circumstances, including
crises and national emergencies. Furthermore, under the provision of
Executive Order 12472, Assignment of National Security and Emergency
Preparedness Telecommunications Functions, the NCS is responsible for
ensuring that a national security and emergency preparedness (NS/EP)
telecommunications infrastructure exists through the use of commercial,
government, and privately owned telecommunications resources to support
national leadership and continuity of government. Performance
Requirements: The Offeror will be expected to use a quality mix of
engineering, technical, operational, and managerial skills to develop
technical analyses, planning and programming documentation, operational
concepts and procedures, operational exercise data, and implementation
planning papers and analyses. Specific contract tasks required are in
the areas of: Telecommunications Architecture, Telecommunications
Networking, Emergency Communications, Wireless Communications,
Automated Communications, Telecommunications Operations,
Telecommunications Restoration Protocols, National Communications
Policy, Information Assurance, and Federal Telecommunications
Standards. There is a requirement that some of the work be accomplished
in a TOP SECRET cleared facility. Also, personnel assigned work
associated with NCS requirements must be United States citizens and
have a TOP SECRET clearance. Some of the briefings, reports, studies,
and analysis will contain proprietary data. Individuals accessing this
material will need to sign nondisclosure agreements with selected long
distance carriers, cellular companies, and local exchange carriers. All
responsible sources may submit a qualification statement, which shall
be considered. This shall include a concise synopsis of corporate and
key personnel experience (with references) in each of the listed task
areas where it applies. No entitlement to payment of direct or indirect
costs or charges by the Government will arise as a result of the
submission of contractors' information. The Government shall not be
liable for or suffer any consequential damages for any proprietary
information not properly identified. Proprietary information will be
safeguarded in accordance with the applicable Government regulations.
