Logistics Command Pacific, Naval Engineering Division is seeking
sources to provide maintenance support and training services for the
Science Winch and Science Winch Control Systems onboard the USCGC POLAR
STAR AND POLAR SEA. The maintenance and support services needs are as
follows: 1) On-site equipment grooms of the Oceanographic Winch and
Trawl/Core Winch Machinery including the associated DC electric drives
and control systems. 2) Technical consultation for troubleshooting and
repairing equipment via phone, facsimile, or on-site visites (homeport
and world wide, as required). 3) Hardware (both machinery and
computer) and software configuration management services and support.
4) Winch machinery operations and maintenance training. 5) Winch drive
and control systems (per ship) are: Two (2) oceanographic winches
powered by 75hp DC drives located in the Oceanographic Winch room, one
each traw/core winch powered by a 150hp DC drive located in the
Steering Gear Room, three each Fincor Series 3260 digital DC motor
controllers located in the same compartment as the winch it drives.
There are four (4) Ziatech ZT 1000 workstations to provide control for
each winch from within the winch compartment or on the weather deck of
the cutter. There is one (1) Ziatech ZT 1000 workstation acting as the
Data Acquisition System (DAS) for winch line data located in the
Chemistry an Oceanography Dry Lab. The Coast Guard is unable to provide
any technical documentation or software code for the science winch
drives and control system. Interested sources must provide a capability

Sharon D. Hunter. The capability statement shall sufficiently
demonstrate qualifications, capabilities, and previous experience
relevant to fulfilling this requirement. Capability statement should
also include evidence that the company has access or will have access
to InterOcean System's technical design data (e.g. signed agreement
with InterOcean Systems, licensing arrangement, etc). InterOcean
System's phone number is 619-565-8400. The Coast Guard requires that
support begin on or about 1 November 1999. The services shall be
performed at the ship's homeport in Seattle, WA or onboard the ship
worldwide. This requirement will be an IDIQ one-year contract with four
one-year options. The maintenance support contractor shall maintain a
quality program that complies with ISO-9001. Attaention: Minority,
Women-Owned and Disadvantaged Business Enterprises, (DBEs)! The
Department of Transportation (DOT), Short-Term Lending Program (STLP)
offers working capital financing in the form of lines of credit to
finance accounts receivable for transportation related contracts.
