ext. 243/Contracting Officer Estelle Bing DESC: The Contractor shall
furnish all supervision, management, tools, labor, materials, supplies,
equipment, facilities, and transportation necessary to provide an
annual preventive maintenance inspection, calibration, testing, and
repair services for the High Temperature Hot (HTHW) Boiler Controls at
the Marine Corps Air Station, Beaufort, South Carolina by means of a
combination Firm-Fixed Price and Indefinite Quantity contract. This
service shall include, once annually between the dates of 15 January
through 15 February, the performance of a preventive maintenance
inspection, calibration, and testing for all systems under the
Firm-Fixed Price portion of the contract. In addition to the Firm-Fixed
Price preventive maintenance inspection, the contractor shall provide
Indefinite Quantity work to make repairs to existing systems; and other
services to maintain the operability of the HTHW boiler control system
for the boilers described as follows: The plant contains two HTHW
generators rated at forty million BTUs per hour, output at 400 psig and
375 degrees Fahrenheit from an inlet temperature of 250 degrees
Fahrenheit. It burns natural gas as the primary fuel and propane-air as
a secondary fuel. Each boiler is equipped with a Coen packaged burner
system rated at approximately 50,000,000 BTUs per hour input to the
generator. The control system is primarily Foxboro equipment. The HTHW
is distributed across the Base via three independent system 'LOOPS'.
Each water generator serves an individual stack and the burners are
individually controlled. Other systems within the plant are the HTHW
Generator and System Circulation Pumps, Make-up Feed-water System,
Water Treatment System, Nitrogen Pressurization System, Motor Control
System, Compressed Air Systems, HTHW Blending System, Water Sampling
System, Circulation Pump Seal Cooling Water System, and Propane-Air Gas
Plant System. The actual Plant HTHW generated conditions are 165 psig
and 360 degrees. The initial period of performance will be twelve (12)
months from award. The specificaiton contains four (4) one (1) year
option period to be executed by the Government if found to be in the
Government's best interest. Federal Acquisition Regulation Clause
52.217-8, "Option to Extend Services", will be included in the
solicitation. The proposed procurement is 100% set-aside for small
business concerns. The Standard Industry Code is 7699. The small
