Officer-Alan Arblaster, 407-380-8170 The Naval Air Warfare Center
Training Systems Division has a requirement to provide Fielded Training
Systems Support (FTSS) services for Navy and non-Navy customers at
multiple training sites around the world. These FTSS services include
Contractor Operation and Maintenance of Simulators (COMS), Contract
Simulator Instruction (CSI), Training Device Relocations, Minor
Modifications, and other support. An Indefinite Delivery/ Indefinite
Quantity Contract (ID/IQC) with multiple awards is anticipated. A
partial small business set-aside is planned for this procurement. A
minimum of two of the awardees will be small businesses. Current
estimates are that the ceiling of the acquisition will be $400,000,000
inclusive of all contracts awarded, over a ten-year period (one
five-year base period and five one-year options). While the total
length of the contract may span over ten years, the ordering period for
the task orders will be restricted to the first five-year period.
Awardees will be required to provide theentire range of FTSS services
described above. To conserve bid and proposal costs, the awardees will
be allowed to "no bid" on task orders. Presently, FTSS service efforts
are provided by numerous, individual five-year contracts. It is
anticipated that future FTSS requirements, including follow-on
acquisitions to current FTSS service efforts, will be afforded the
opportunity to come under the subject FTSS ID/IQC contract. The
acquisition base will include aviation, surface, sub-surface and ground
FTSS service efforts handled by the Navy and Marine Corps. This will be
a competitive, negotiated acquisition with a contract award based upon
the best value "trade-off analysis" evaluation criteria stipulated in
Section M of the forth coming Request For Proposal (RFP). Selection of
offers for award will be based on the evaluation of written proposals.
Each offeror will be required to provide detailed information on his
technical and management capabilities to include past performance and
pricing information. Sampletasks will be utilized to assess portions of
the offerors' technical and management capability. The government
reserves the right to award without discussions. A draft version of
both the Statement of Work and Request for Proposal will be released on
the World Wide Web at www.ntsc.navy.mil/contract/procure.htm on or
about 5 April 1999. A Pre-solicitation conference is anticipated to be
held at NAWCTSD, Orlando, FL, during the last week of April 1999.
Specific dates, times, and places will be announced in future CBD
announcements. A pre-proposal conference/site survey is anticipated
during the first week of June 1999. Specific dates, times, and places

Contract award is scheduled for December 1999.The SIC Code for this
procurement is 8711, and the small business size standard is $20
