and Naval Warfare Systems Command intends to release a Request For
Proposals for acquisition of services in support of the Integrated
Undersea Surveillance Program. This acquisition will provide for
civilian technician crews to operate and maintain Surveillance Towed
Array Sensor Systems (SURTASS)/Low Frequency Active(LFA) mission
equipment onboard T-AGOS class ships while on extended at-sea
deployments as directed by fleet commanders; Field Support for
Integrated Undersea Surveillance System (IUSS) engineering and
logistics as well as direct support for SURTASS ships being prepared
for missions; Shore Maintenance and test of mission equipment at U.S.
Navy Facilities that provide essential support to the global IUSS;
Shore Analysis to provide worldwide acoustic analysis support as
directed by IUSS Operational Commanders; civilian technicians for
operation and maintenance of mission equipment on deployed Japanese
Ocean Surveillance ships; the organization, management and efficient
provision ofall these essential interrelated activities. A draft of the

solicitation number N00039-99-R-XXX2. The draft solicitation is under
the SPAWAR Systems Command/Future Opportunities Section. SPAWAR is
interterested in ascertaining if there are any small businesses which
feel they are capable of meeting this requirement. The SIC Code for
this procurement is 8711. In the event a small business feels that it
is capable of meeting this requirement please submit a brief
capabilities statement of not more than ten pages. This statement
should explain your qualifications and cability to meet this
requirement, as defined in the draft rfp taking particular note of
sections L and M, and be submitted no later than April 9, 1999. Should
technically qualified/capable Small Businesses respond, this
requirement will be considered for 100% Small Business Set-Aside.
Should insufficient qualifiedsmall bussinesses be identified, SPAWAR
plans to proceed with a full and open competition without further
