(SMI), which is 100% Alaskan Native American Owned firm will be designated as the sole competitor to compete against the government's Most Efficient Organization. The authority for this action is FAR 6.302-5, OMB Circular A-76, AFI 38-203, US Code, Title 41, Section 253 and other FY99 DOD appropriation language and Air Force Instructions. The purpose of this study is to determine if it is more efficient for government operated or contractor operated functions within Logistics. The study will include such services as Transportation and Cadet Supply. Transportation services will encompass performing vehicle maintenance, vehicle operations and passenger services. Vehicle Maintenance encompasses scheduled and unscheduled maintenance to include maintenance control and analysis. Vehicle Operations comprises performing scheduled/unscheduled vehicles to include vehicle and driver dispatch, as well as Fleet Management. Comments about the draft are due on or about 3 May 99, with the RFP closing taking place on or about 15 Jul 99. It is anticipated the subsequent contract will include a mobilization period, a basic year, and four one-year options. This Standard Industrial Classification is 8744 and the size standard is $20 million; however, the business size standard is not applicable to a 51% Alaskan Native American Owned firm, regarding Competitive Sourcing Studies.
