Academy is conducting a competitive sourcing study utilizing OMB
Circular A-76 and AFI 38-203. This is a notice of intent that Space
Mark, Inc. (SMI), which is 100% Alaskan Native American Owned firm will
be designated as the sole competitor to compete against the
government's Most Efficient Organization. The authority for this action
is FAR 6.302-5, OMB Circular A-76, AFI 38-203, US Code, Title 41,
Section 253 and other FY99 DOD appropriation language and Air Force
Instructions. The purpose of this study is to determine if it is more
efficient for government operated or contractor operated functions
within Logistics. The study will include such services as
Transportation and Cadet Supply. Transportation services will encompass
performing vehicle maintenance, vehicle operations and passenger
services. Vehicle Maintenance encompasses scheduled and unscheduled
maintenance to include maintenance control and analysis. Vehicle
Operations comprises performing scheduled/unscheduled vehicles to
include vehicle and driver dispatch, as well as Fleet Management.
Passenger Services include passenger movement, as well as
administrative management. The Cadet Supply services encompass issuing
uniforms, equipment, and supplies to USAF Academy cadets. Acquisition
support of the Cadet Supply services includes identifying requirements
and ordering uniforms, supplies and equipment. In addition, warehousing
and storage services are provided, as well as the issue and processing
of uniforms, equipment and supplies. Services shall be provided in
accordance with all USAF and Academy procedures/regulations. A DRAFT
solicitation will be released on or about 2 Apr 99 to SMI with the
final RFP being released on or about 15 Jun 99. The DRAFT RFP is being
issued to solicit comments/questions on the content of the RFP,
including the Performance Work Statement (PWS), and how it can be
improved/clarified. Due to the size volume of the solicitation and the
lack of electronic data availability, the package is only available in
hard copy. Comments about the draft are due on or about 3 May 99, with
the RFP closing taking place on or about 15 Jul 99. It is anticipated
the subsequent contract will include a mobilization period, a basic
year, and four one-year options. This Standard Industrial
Classification is 8744 and the size standard is $20 million; however,
the business size standard is not applicable to a 51% Alaskan Native
American Owned firm, regarding Competitive Sourcing Studies. Point of
