synopsis@phil.fisc.navy.mil. The Fleet and Industrial Supply Center
(FISC) Norfolk Detachment Philadelphia intends to competitively procure
services to establish and operate a Women's Health Service for eligible
beneficiaries in the Lemoore, CA area in support of the Naval Hospital,
Lemoore. Women's Health Services include providing inpatient
Obstetrical and Gynecological care, performing Obstetrical and
Gynecological procedures, providing outpatient Obstetrics and
Gynecology Specialty Clinics and providing emergency consultation and
treatment. The contractor shall furnish all personnel necessary to
manage an institution-based, birthing center program offering
comprehensive, family-centered care provided by physicians and
nurse-midwives at Naval Hospital Lemoore. The contractor shall maintain
all professional, administrative and support staff in adequate numbers,
on a 24 hour 7 days per week basis, to assure quality prenatal care,
childbirth services, excluding high risk pregnancies. Women's health
services, including medical, nursing, administrative services on a
regular schedule from 0730 hours to 1630 hours on Monday through
Friday, throughout the term of this contract for eligible
beneficiaries. Emergency OB/GYN services may be required at any time
during the day or the night, including holidays, and are to be provided
on an on-call basis, 24 hours, 7 days a week. Care will be provided in
the current medical treatment facility beginning on 1 September 1999
until completion of a new medical treatment facility scheduled for
occupancy on 1 December 1999. Services will be provided at the new
facility during a basic period of 1 December 1999 to 30 September 1999.
The resulting contract will contain option provisions for up to 48
months thereafter. A firm fixed price contract with incentive award
provisions will result from the solicitation. The applicable standard
and industrial code (SIC) is 8011, size standard $5M. All responsible
sources may request a solicitation and submit a proposal for
consideration by the Government. Requests for a copy of the

Norfolk Det Philadelphia Code 02P52F. The solicitation will require the
submission of technical, past performance and cost proposals. Oral
Presentations may be required. The RFP will be made available
electronically, upon its release at:www.nor.fisc.navy.mil. Numbered
Note 26 applies. The Government will not pay for information received.
