Abuse Treatment (CSAT) anticipates award of a three year contract with
two option years to support a comprehensive knowledge application
program (KAP) designed to ensure that knowledge developed by CSAT
grants, cooperative agreements and contracts is appropriately
"packaged"and disseminated to the substance abuse treatment field and
related audiences (e.g. criminal justice, welfare,). The contract will
also support activities to encourage the adoption by the substance
abuse treatment and related fields of best treatment practices
contained in the knowledge published and disseminated under this
contract. Tasks to be supported under this contract include: *
Maintenance of knowledge application (KA) database/monitoring system *
Product review, development, marketing, and dissemination (including
development and publication of Treatment Improvement Protocols (TIPs)
* Support for knowledge adoption activities * Production of CSAT
periodicals * Technical writing/editing * A/V support * Literature
searches/literature surveillance * Development and support of KA
Internet capability * Substance abuse and substance abuse related Web
site surveillance * Training for CSAT staff on KA activities and state
of the art of SA treatment The knowledge application program to be
established and operated under this procurement will identify target
audiences for CSAT knowledge products, will tailor products to the
specific needs of those audiences and will develop specialized
marketing plans for those products so that appropriate information is
transmitted to the right audience in the most effective format, in a
timely manner and is supported by follow on activities which will help
the intended audience to use the information. The estimated date for
issuance of this RFP is April 12, 1999 with responses due May 25, 1999.
This solicitation may be obtained in either of two ways; by mail or may
be picked up in person at 5515 Security Lane, Suite 640, Rockville, MD
20852. A third way to obtain the solicitation is electronically at the
SAMHSA web site: http://www.samhsa.gov [see Contracts]. Files will not
be made available on the Web Site until after the estimated issuance
date. Once downloaded, you should determine if you have a continuing
interest in the RFP. If so, you must either write the individual
identified above that you wish copies of amendments to the RFP (if any)
sent to you by mail or check the Web Site regularly for amendments
which will also be posted there and can be downloaded electronically.
You may choose either method for obtaining amendments. Note, however,
that if you rely on the Web Site for obtaining amendments, at this time
we have no way to assure, and will therefore assume no responsibility
for assuring, you have downloaded these amendments. Requests for copies
of the RFP to be mailed must be made in writing. Requests will be
filled on a first-come, first-served basis until the supply is
exhausted; however, there is no assurance that copies requested after
the twentieth day will reach the requestor before the due date for
receipt of responses. Requests shall be forwarded to the attention of
