The government intends to obtain commercial training and simulation services for the E-3 AWACS Flight Crew Training Program at Tinker AFB OK The proposed requirement is to provide the necessary services to train flight crew members for the E-3 aircraft, accomplish engineering support operations, logistics support, curriculum maintenance and development, concurrency modifications and technology insertion. The contractor will also be required to provide all training devices necessary to train qualified flight crew members. A site visit will be held for all interested offerors prior to a preproposal conference. The time and date for these meetings will be posted on the Hill AFB web site at a later date. The period of performance will be from 01 Oct 1999 through 30 Sep 2014, and will consist of a one year basic and fourteen one year options. The last six years of the contract will be awarded using an Award Term Incentive for superior performance. This acquisition will be awarded under Full and Open Competition using Median Source Selection procedures in accordance with FAR 15.3 and AFFARS 5315.1.
