C -- SOLE SOURCE PROCUREMENT NOTIFICATION -- A-E SERVICES FOR GEOTECHNICAL CONSULTANT FOR IDT CONTRACT FOR THE PORTUGUES ARCH DAM NEAR PONCE, PUERTO RICO C -- Under the authority of FAR 6.302-1, the US Army Corps of Engineers intends to negotiate on a sole source basis with Paul Fisher and Wayne McIntosh, Individual Partners to add an additional 8 option years to Contract DACW17-91-D-0018. Work will consist of, but not limited to, assisting in the design and preparation of drilling and grouting foundation plans and specifications; evaluating and verifying the accuracy of design assumptions; performing special studies in areas of seepage control, foundation treatment, and rock mechanics; attending meetings and site inspections; and providing court testimony in cases involving disputes or claims. At this point in the project, the grouting program is nearing completion and the District will be needing a great deal of technical advice as the effectiveness of the grouting is evaluated and decisions on what future remedial actions may be needed. It would be very costly to the Government, both financially and technically, to develop a new consultant's knowledge base of the Portugues Dam site. Interested concerns should submit documentation demonstrating the following qualifications by 26 April 1999: (1) consultant must be a registered civil engineer, geologic engineer, or engineering geologist, (2) consultant must have extensive practical drilling and grouting experience with the Portugues Arch Dam at Ponce, PR (3) consultant must have a strong knowledge of grouting with MicroFine cement developed especially for the Portugues Arch Dam, (4) consultant must have extensive experience analyzing the complex, highly fractured, metasediment foundations at the Portugues Dam Site, (5) consultant must have a strong knowledge of construction bidding procedures, (6) consultant must be competent in oral and written communications and demonstrate ability to develop and render sound decisions in a timely manner.
