ANALYTICAL SERVICES IN SUPPORT OF THE ALBANY RESEARCH CENTER DESC: The U.S. Department of Energy's Federal Energy Technology Center (FETC), Pittsburgh, PA intends to award a purchase order on a sole-source basis to the Energy & Environmental Research Center (EERC), University of North Dakota, Grand Forks, ND to provide the following: To assist the U.S. Department of Energy's Albany Research Center (ARC), Albany, OR in fulfilling the terms of its Participating Agency Service Agreement (PASA) with USAID-Indonesia. The specific activities required include characterization of slagging and fouling deposits, boiler efficiency determinations, and fuel modeling issues at existing Indonesian coal-fired power plants. This purchase order is being issued to the Energy & Environmental Research Center (EERC), University of North Dakota because of the specific technical background and cultural sensitivities involved. EERC has unique equipment to model fuel blending and has expertise in analyzing and modeling the characteristics of Indonesian coals. EERC is the foremostresearch institution in the US with a specialized background in low-rank coals, such as the type found in Indonesia. EERC has developed personal contacts, and therefore cultivated mutual trust, with Indonesian National Utility personnel and Indonesian coal researchers. This request is considered to be sole source to the Energy & Environmental Research Center, University of North Dakota.. Therefore, no solicitation will result from this announcement.
