V -- TRANSPORTATION SERVICES SOL M00027-99-Q-0001 DUE 040999 POC Mr. Lee Robinson (703) 695-6525, X2513 V-TRANSPORTATION SERVICES This is a combined synopsis/solicitation, M00027-99-Q-0001, for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; request for quotes are requested and a written solicitation will not be issued and this notice is issued as a Request for Quotation (RFQ). This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-11. This is a 100% small business set-aside. SIC: 4141, Size Standard $5M. The Marine Corps has a requirement for Charter Bus Service (5 busses) for transporting Marine Barracks Personnel at 8th & I Streets S.E., Washington, D.C. to the Iwo Jima Memorial and then conduct a shuttle from the Visitor's Center parking lot at Arlington Cemetery to the Iwo Jima Memorial. Following the parade, the busses will conduct a shuttle from the Iwo Jima Memorial back to the Visitor's Center and then transport Marine Barracks Personnel back to the Barracks. These services will be required every Tuesday evening from 5:00 p.m. to 9:00 p.m. for the period 25 May 1999 through 24 August 1999 with options for two additional years. In addition, the Marine Corps has a requirement for 7 busses for the transportation of civilian personnel and guests of the U.S. Marine Corps as passengers from the Washington Navy Yard, Washington, D.C. to the Marine Barracks, 8th & I Streets, for the Evening Parade and return to the Navy Yard following the Parade. These services will be required every Friday evening from 7:00 p.m. to 11:00 p.m. for the period 7 May 1999 through 3 September 1999 with options for two additional years. The Contractor shall furnish the above equipment and manpower with licensed, qualified drivers with a license for the bus they are operating. The license must be either a Commercial Drivers License (CDL) or a Chauffeur's License. In addition, the contractor must be approved by the Military Traffic Management Command and must be added to their Approved Carriers Providing Passenger Transportation List. All busses shall be fully air conditioned and operable to be utilized as weather conditions require. Adult passenger seating shall not be less than forty-four (44) per bus. Busses shall be clean and fully operational for each shuttle trip. Schedules shall be provided with contract award. All busses and drivers shall be inspected by a representative from the Marine Barracks Motor Transport Section prior to providing services on scheduled evenings. In the event of a bus or driver not passing inspection or a mechanical breakdown to include air conditioning not functioning, a substitute bus must be made available within fifteen minues. The following FAR provisions apply to this acquisition: 52.212-1, Instructions to Offerors -- Commercial Items, plus any subsequent addenda. 52.212-2, Evaluation -- Commercial Items. Award will be made to the responsible offeror whose offer conforms to the solicitation and is found to be most advantageous to the Government, price and other factors considered (Past Peformance). 52.212-3, Offeror Representations and Certifications -- Commercial Items. Offerors must include a completed copy of this provision with their quote. 52.212-4, Contract Terms and Conditions -- Commercial Items, plus any subsequent addenda. 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items. The following sub-paragraphs under paragraph (b) are hereby checked: (3), (6), (7), (8), and (9) and under (c): (1) and (3), regarding which, if any, additional FAR clauses cited in the clause are applicable to this acquisition.
