plans to issue a IFB for Service and Materials for Replacement of
20-Inch Mach 6 Tunnel Nozzle Assembly including, but not limited to,
the following: (a) Remove existing removable platform and stairway
structure; (b) Remove existing stairway support; (c) Remove
non-asbestos insulation from tunnel components; (d) Remove existing
Settling Chamber Assembly with its internal components; (e) Design,
fabricate, hydro-test, and code stamp an Invar 36 Nozzle Assembly in
accordance with the ASME Boiler and Pressure Vessel Code, Section VIII,
Division I; (f) Assemble and install the new nozzle and associated
components; and (g) Re-install components removed in Steps (a) through
(d) above. The order of magnitude for the procurement is between
$500,000 and $1,000,000, and the effort shall be completed within 300
calendar days after notice to proceed. This procurement is part of the
Small Business Competitiveness Demonstration Program. The SIC Code and
small business size standard for this procurement are 1711 and
$7,000,000, respectively. The anticipated release date of the IFB is on
or about April 9, 1999 with an anticipated offer closing date of on or
about May 10, 1999. The firm date for receipt of bids or offers will
be stated in the IFB. Drawings only will be available from the Bid
Distribution Office at (757) 864-2547. All QUALIFIED responsible
sources may submit a bid which shall be considered by the agency. An
ombudsman has been appointed -- See Internet Note "B". The solicitation
and any documents related to this procurement (with the exception of
the drawings) will be available over the Internet. These documents will
be in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0)
format and will reside on a World-Wide Web (WWW) server, which may be
accessed using a WWW browser application. The WWW address, or URL of

shall notify this office of their intent to submit an offer. It is the
offeror's responsibility to monitor this site and/or the CBD for the

may be obtained from the Bid Distribution office; however, the closing
date for the hard copy received shall be the same as the solicitation,
