(202)287-3238 The Smithsonian Institution is seeking proposals to
furnish all necessary labor, material, equipment and supervision to
complete selective demolition and new construction for the the
renovation of the fourth floor and fourth floor windows in the Carnegie
Mansion and second floor renovation in the Fox House at the
Cooper-Hewitt National Design Museum, 2 East 91st Street, New York, NY
10128. All work shall be performed in strict accordance with the
drawings, sheets 1 through 80, and the specifications, pages 1 through
562, for Office of Physical Plant (OPP) Projects OPP 975801 (fourth
floor Mansion renovation) and OPP 915811(second floor Fox House
renovation). This project shall include, but not be limited to, the
following: (i) selective demolition; (ii) asbestos and lead paint
abatement; (iii) structural framing; (iv) architectural woodwork and
interior finishes; (v) window renovation; and,(vi) modification of
existing mechanical, electrical, plumbing, fire protection and security
systems. Offerors shall be required to submit technical and price
proposals and shall be required to provide financial data to support
pricing and company viability. Offerors will be evaluated on their plan
of accomplishment and contract time for completion, past performance,
references, subcontractors and subcontracting plan and price. Offerors
certifying as large businesses shall be required to submit a
subcontracting plan with emphasis on the maximum practicle usage of
minority, disadvantaged and women owned businesses. A preproposal site
visit shall be held prior to the date for receipt of bids. The date,
time and location for the preproposal site visit shall be in the
request for proposal (RFP) documents. The RFP documents will be
available on approximately April 16, 1999. Offerors may obtain the RFP
documents by submitting a written request to, Smithsonian Institution,
Office of Contracting, 955 L'Enfant Plaza, SW, Suite P-114, Washington,
DC 20024-2119, Attn.: Lloyd McGill, Code 32. Written requests shall be
on company letter head and contain full company name, complete street
address (PO boxes will not receive responses) telephone/FAX number and
the name of the person to be contacted. If this information is not
provided, the Smithsonian Institution accepts no responsibility for

cost of drawings and specifications shall be borne by the Offeror and
this cost is non-refundable. Offerors shall be required to provide a
bid guaranty of 20% of offer and the successful Offeror must provide a
Performance Bond of 100% and a Payment Bond of 50% of proposed price.
After selection, no award will be made until approved bonding is in
place. Thedate and time for receipt of proposals shall be in the RFP
documents. The estimated cost of this project is between $1,000,000 and
$2,000,000. All responsible sources may submit an offer which will be
