synopsis/solicitation for commercial item prepared in accordance with
the format in FAR subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. DADA10-99-Q-0180 is issued as a Request for
Quotations (RFQ). The solicitation document and incorporated provisions
and clauses are those in effect through the Federal Acquisition
Circular 97-11. The solicitation is set aside for small businesses. The
applicable Standard Industrial Classification (SIC) code is 2522 and
related small business size standards is 500 employees. CLIN 0001,
DESCRIPTION: Non-Personal Service. The contractor shall provide all
personnel, material, equipment, and supervision to construct, move and
reconfigure several work stations in Buildings 4190 and 2840. This
project involves 10 branches with approximately 129 work stations. The
work stations are government owned furniture and are presently located
in Buildings 4190 and 2840. The work stations are manufactured by two
different manufactures, Knoll and Interior Concepts Corporation.
Contractor will be expected to utilize only existing work stations and
work stations components in fulfilling this requirement. If required,
the contractor is expected to supply small spare parts for each brand
of furniture used. Several existing work stations will have to be
disassembled and reassembled in areas which are being re-carpeted.
Custom panels and panels of sizes not presently in the work stations
will have to be made from various components of existing panels by
cutting the frames and inserts of the existing panels. This will
eliminate the need to buy additional new panels. Work surfaces will
have to be cut in many instances. Contractor is expected to identify
where this will be done and will do this in a manner which will make
the most complete and beneficial use of Government work station
components. The mixing of Knoll and Interior Concepts Work station
Components will be required in some rooms. Contractor will determine
how this will be done so as to be both functional and aesthetically
pleasing. The contractor will submit drawings showing the size and
location of each work station. The contractor will determine where each
existing work station components will be utilized and where
modifications will have to be made. The contractor will ensure that
electricity is available at each work station. The contractor must have
a good working knowledge and experience with both Knoll and Interior
Concepts Corporation brands of furniture. The contractor is responsible
for moving any free standing furniture in connection with the removal
and installation of work stations. The contractor must work with the
Business Manager and Branch Chiefs in scheduling, coordinating
relocation, and rework of each work station. Price for CLIN
0001__________. CLIN 0002, DESCRIPTION: The contractor shall provide
all personnel, material, equipment, labor, and supervision to remove,
install, and properly dispose of approximately 1061SY of carpet,
approximately 1200 linear feet of 4" rubber cove base, #700 series, and
approximately 75 linear feet of silver tone pinless nap loc metal
transition strips. The contractor is responsible for moving any free
standing furniture in connection with the removal and installation of
carpet and cove base. Price for items in CLIN 0002.___________. CLIN
0003, DESCRIPTION: The contractor shall supply approximately 1061 SY of
Vocation 28 oz with Unitary Back carpet, color: Ruby Throne
#54783-83861; approximately 1,200 linear feet of 4" Rope Rubber Cove
Base, #700 series; and approximately 75 linear feet of silver tone
pinless nap loc metal transition strips. The contractor is responsible
for all measurement to determine the amount of carpet, rubber cove
base, transition strips, and equipment required for completion of the
project. Areas to be carpeted are identified in the sketches/drawings.
New carpet shall be Class-1, ASTM-E-648, Fire Resistance, and comply
with Fort Sam Houston Pamphlet 210-3, the Installation Design Guide,
Section 4-6, paragraph d. Adhesives used shall be carpet and rubber
base manufacturer's recommended products, non-flammable and non-toxic.
NOTICE TO POTENTIAL CONTRACTORS: The floor tile and tile adhesive
under the carpet may contain asbestos containing material (ACM). If the
asbestos material is disturbed during removal of the carpet, the
contractor must stop work and carpet removed by a licensed abatement
contractor. If abatement is required, the contractor shall provide an
abatement plan to Environmental Division, Director of Public Work, Fort
Sam Houston, TX, for review and approval prior to the start of any
abatement work. The abatement work shall be performed in accordance
with the OSHA, Asbestos Removal and Disposal Regulations, State and
Federal laws. Contractor should have a contingency plan in the event
abatement is required. Do not include price for any abatement work in
this quote. Price for items in CLIN 0003________. Copies of Fort Sam
Houston Pamphlet 210-3, the installation design guide, sketches, and
drawings for the different branches may be obtained by faxing a request
to Willie Copeland, facsimile number: (210) 221-4123. A site visit is
schedule for 8:00 A.M. April 12, 1999. Potential contractor must notify
Mr. Copeland at 210 221-4155 if they intend to visit the site. Due to
relocation of personnel, reconfiguration of several work stations out
of existing components, scheduling and completion of different
branches, potential abatement problem, and time for completion of the
project, a site visit is mandatory for potential contractors. The site
will be accessible only at the specified time. Potential contractor
will meet at 8:00 a.m., April 12, 1999, at Building 4196, Medical
Contracting Center, Facilities Branch, Fort Sam Houston, TX.
Performance period is from April 26, 1999 through June 11, 1999. Work
hours: Contractor may work from 7:00 a.m. thru 6:00 p.m., Mondays
through Saturdays, during the performance period. This solicitation
includes the provisions FAR 52-212-1, Instructions to
Offerors-Commercial Items; and FAR 52-212-2 Evaluation Commercial
Items, considering price, technical capability and experience, and past
performance history. Award will be made to one contractor. Offeror must
complete copy of provisions at FAR 52.212-3 and DFARS 252-212-7000,
Offeror Representations and Certifications -- Commercial Items, prior
to award. The clauses at 52-212-4 Contract Terms and
Conditions-Commercial Items apply to this RFQ and any resultant
contract. The FAR clause 52-212-5 Contract Terms and
Conditions-Required to Implement Executive Orders-Commercial Items,
including as checked clauses: b(6), b(7), b(9), b(9), c(1), c(2), c(4).
FAR 52.237-1 -- Site visit, and DFARS 52-212-7001, Contract Terms and
Conditions required to Implement Statutes or Executive Orders
Applicable to Defense Acquisitions of Commercial Items, including as
checked the clause 252.233-7000 Certification of Claims and Request for
Adjustment or relief, DFARS Clause 252.104-7004, "Required Central
Contract Registration". As of 31 May 1998, all contractors wishing to
do business with the Department of Defense are required to be
registered in the Central Contractor Registry. It is the offeror's
responsibility to register and/or confirm that all information in the

of whose information in the registry is incorrect will not be eligible
