This CBD announcement constitutes a Notice of Contract Action (NOCA) of
a proposed Data Link Simulation. Global Air Traffic Management (GATM)
requirements for USAF aircraft present the opportunity to enhance
Tanker Airlift Command and Control (TACC) operations on all AMC
aircraft through the use of the = new datalink equipment planned as a
part of GATM to meet planned = Communications, Navigation, and
Surveillance/Air Traffic Management (CNS/ATM) upgrades. = To
demonstrate use of this datalink system for the Tanker Airlift Command
= and Control Center, the GATO MC2 SPO is establishing both an
aircraft and = air operations center (AOC) simulation facility to test
and demonstrate equipment and procedures. The award of a new contract
to Honeywell is planned to support the acquisition and integration of
commercial communication equipment, cables,=20 support equipment,
equipment racks, simulation software and an AOC = Messaging Facility
needed to establish a fully operational SATCOM datalink = capability in
the Reconfigurable Cockpit and Avionics Testbed (RCAT). Honeywell =
will be establishing and testing both the simulated Air Operations
Center = and datalink service to simulate worldwide capability. They
will be = responsible for providing a fully installed, integrated, and
operational, = end-to-end turnkey capability, including the full
avionics equipment package and datalink services by 3 May 99 to support
the established EFX-99 = schedule. The contract will be awarded
pursuant to the authority of FAR 6.302-1 = {(10 U.S.C.) 2304 (c) (1)}
as implemented by FAR 6.302-1, only one = responsible source and no
other source can satisfy agency requirements. The = components being
procured from Honeywell are commercial items and thus the =
Government=20 was limited to only that software and technical data
customarily = provided to the general public in the acquisition of
these commercial items. In addition, due to the planned execution of
EFX-99 and the milestones establishedto conduct EFX-99, Honeywell is
the only company who has = CMU functionality, SATCOM equipment, and an
AOC Messaging Facility = available by 3 May 99 to provide an end to
end turnkey ACARS simulation facility. Therefore, the award of this
contract to any source other than = Honeywell to provide equipment
necessary to support this EFX-99 initiative would not = be in the best
interest of the Government. Furthermore, award to other = than the
Original Equipment Manufacturer exponentially increases the =
Government's risk and responsibility while causing duplication of costs
and = unacceptable delays in fulfilling requirements. The Air Force
anticipates the = issuance of a=20 contract for the period from 15
April 99 to 30 April 2000. Interested = firms should include the
company name; address; CAGE code; a point of = contact, size of
business (i.e., large business, small business small = disadvantaged
business, 8 (a) concern, or small women-owned business); U.S. or =
foreign owned entity in their response. In addition, any responses
shall = address firm's capabilities to perform the tasks outlined in
paragraph 17 = above. Submit statement of qualifications, along with

Responses must be received no later than 15 calendar days after the
date of this publication and should not exceed = ten (10) pages on 8
=BD X 11 inch paper with type no smaller than 10 pitch. = An=20
Ombudsman has been appointed to hear concerns from offerors or =
potential offerors during the proposal and proposal development phase
of this acquisition. The purpose of the Ombudsman is not to diminish
the = authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality asto the
source of the concern. = Ombudsman do not participate in the
evaluation of responses, source selection, or formulation of
acquisition strategy. Interested parties are invited to = call the
Electronic system Center's Ombudsman, Col Steven Sheldon, (781)
377-5106. The Ombudsman should be contacted only with issues or =
problems that have previously been brought to the attention of the
program = manager and/or contracting officer=20 and could not be
satisfactorily resolved at that level. The proposed contract action is
for services for which the Government intends to = solicit and
negotiate with one source under authority of FAR 6.302-1. = Interested
persons may identify their interest and capability to respond to the
requirement or submit proposals. This notice of intent is not a =
request for competitive proposals. However, the Government will
consider all = responses to this notice received within 15 days after
release of the notice. = The Government anticipates award of the
contract on or about 15 April 1999. This synopsis does not constitute
a Request for Proposal, it does not restrict the government as to the
ultimate acquisition approach, nor = should it be construed as a
