March 99, the Air Force, Space and Missile Systems Center, Test and
Evaluation Directorate (SMC/TE) will be issuing a solicitation for a
commercial multiyear contract for Flight Termination Systems to be used
on Rocket Systems Launch Program (RSLP) Minuteman II (MMII) derived
launch vehicles. The Standard Industrial Code (SIC) is 3761 and this
acquisition is being solicited under full and open competition. Foreign
owned firms are advised that there will be no restrictions to being the
possible prime contractor. The solicitation will be issued in
accordance with FAR Part 12 and the Federal Acquisition Regulation
subpart 13.5 test program and the source selection will be conducted in
accordance with DRAFT AFFARS 5315.3 Source Selection (21 December 98).
The anticipated total value of this acquisition is under $5 million.
The Air Force has identified a need to procure Flight Termination
Systems to be used on RSLP MMII derived launch vehicles. The purpose of
this procurement is to design a system with current, commercially
available components as a replacement for the existing MMII All
Ordnance Destruct System (AODS) and Combat Training Launch
Instrumentation (CTLI) used with RSLP Minuteman II derived launch
vehicles. The system will be used to support launches from all national
ranges. This procurement will encompass design, qualification, and
production. The contractor will be required to provide ordnance
devices, instrumentation cables and the Command Destruct Safe and Arm
Device. The kits will be required to be fully range safety compliant
and qualified to Air Force specified environments. The goal of this
procurement is to obtain a modular system that can be used on a variety
of launch vehicle configurations, minimizes interfaces with the
guidance section, and is range safety compliant. The required delivery
date is May 2001. Interested companies may download the RFP from
