Engineers, Philadelphia District, intends to award a firm, fixed price
contract from Solicitation Number DACW61-99-B-0014 to purchase 200 of
3/8" Thick, 30" ID Nominal, 16'8" Long DPS Shore Discharge Pipe, Steel
Plates to be delivered to Fort Mifflin, Philadelphia, Pennsylvania. The
primary work will be fabrication of pipe. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This solicitation is being issued as
an invitation for Bid (IFB). The incorporated provisions and clauses
for this solicitation are those in effect through Federal Acquisition
Circular (FAC) Number 90-45. This is NOT set-aside and is open to all
interested parties. SIC code for this project is 3498 with a small
business size standard if 500 people. There is only one (1) line item
in which the government intends to purchase 200 (each) DPS, Shore
Discharge Pipe, Plate Steel, 3/8" Thick, 30" I.D. (nominal) 16'8" Long.
Pipe fabrication shall be in accordance with the below listed
specifications and Drawing No. PM21023-A. Requests for drawings should
be faxed in to the attention of Gwendolyn V. McBride at (215)
656-6780. All requests must include a physical address, telephone
number, fax number, DUNS number, point of contact and size of business.
The intent of the government is to procure a 30-inch I.D. (nominal)
pipe for shore discharge pipe line in accordance with Drawing No.
PM221023-A and the following specifications. The technical requirements
for this acquisition are: Materials -- 1. Steel used in the
construction of pipe section shall comply with ASTN-A-242. 2.
Electrodes shall be compatible with the parent metal, conforming to AWS
Designation E-7018. Welding: 1. Machine or manual electric arc are both
acceptable welding processes. 2. Prior to welding, all pipe seams shall
be prepared to result in 100% weld penetration. 3. Pipe sections shall
be girth welded and longitudinal seam type (spiral welded not
acceptable). Pipe shall have no more than one longitudinal seam for
each section and shall be of the butt joint type. Longitudinal seam
shall line up for the entire length of the pipe. 4. Male end of pipe
shall have all weld beads ground smooth to the finished O.D. diameter.
5. Female end of pipe shall have all weld beads ground smooth to the
finished I.D. diameter. 6. Contractor shall test fit first run of pipe
to assure proper union between male and female ends when assembled in
field. 7. All welding shall be accomplished by experienced welders who
have successfully passed an approved qualification test. An approved
test is one that is recognized by the U.S. Coast Guard, U.S. Navy,
American Bureau of Shipping, or a technical society such as ASTM, SAE,
etc. Details of pipe sections: 1. One identification tag shall be
welded to each section of pipe.The tag shall have the Letters U.S.C.E.
and the month and year of manufacture embossed (between 1/6 inch and
1/8 inch deep) on a 6 inch x 3 1/4 inch plate as detailed on Drawing
PM21023-A. Weld the four plate corners to the outside of each pipe
approximately 6 inches from the female end of the pipe. Preservation:
1. After inspection and tests, and prior to shipment, pipe exterior
shall be cleaned of all rust, oil, dirt, etc, and given two coats of
quick-drying paint approved by the Contracting Officer. Items should be
delivered no later than 1 June 1999 to Fort Mifflin Distribution
Center, Philadelphia, Pennsylvania. All Contractors are advised that
the following clauses/provisions applies to this acquisition: 52.212-1,
Instructions to Offerors -- Commercial 52.212-3, Offeror
Representations, and Certifications -- Commercial Items; 52.212-4
Contract Terms and Conditions -- Commercial Items and 52.212-5,
Contract Terms and Conditions Required to Implement Statues or
Executive Orders -- Commercial Items. Contractors are also advised that
you must be registered in the Central Contractor Registration Database
as outlined in 252.204-7004, in order to be eligible to receive an
award. Offerors and contractors may obtain information of registration
and annual confirmation requirements by calling 1-888-227-2423, or via
the Internet at http://ccr.edi.disa.mil. The government intends to
award a contract resulting from this solicitation to the lowest
responsible, responsive offeror who conforms with the specifications
and delivery and is in the best interest of the government. Other

Conditions -- Commercial Items and 52.212-5, Contract Terms and
Conditions Required to Implement Statues or Executive Orders --
Commercial items. Bid opening for this acquisition will take place on
April 16, 1999 a 2:15 p.m. Bids should be received by Gwendolyn V.
McBride at the Corps of Engineers, Wanamaker Building-Room No. 643, 100
Penn Square East, Philadelphia, Pennsylvania 19107. All questions are
