The Marine Corps Systems Command intends to negotiate a modification to an existing sole source contract (M67854-99-M-2048) with Harris Corporation of Rochester, NY. The contractor will be responsible for providing the Marine Corps Systems Command with on-site technical assistance and training for the ANGRC 231 radio previously provided by Harris under subject contract. The assistance and training will be provided at the following locations: Camp Pendleton, CA, Camp Lejeune, NC, and Kaneohe Bay, HI. The Marine Corps Systems Command does not have a sufficient drawing package which could be provided to another contractor to allow for performance of the proposed action, nor do we own the firmware required for the radio. Without these two elements, it would not be possible for another company to meet the above requirement and even if the drawings were available, it is not believed that another company could become familiar enough with the equipment in time to perform the effort. No RFP is available for competitive bidding; however, interested parties may submit a statement of capability for satisfying this requirement, to include descriptive literature and pricing, within 30 days of this announcement to the contact person listed above. This announcement is not a request for competitive proposals; however all proposals received by the date identified above will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
