Contracting Officer The National Cancer Institute (NCI),
Division of Clinical Sciences (DCS), Laboratory of Pathology plans to
procure a Laboratory Controller and System in accordance with the
simplified acquisition procedures authorized in FAR Part 13. This
announcement constitutes a combined synopsis/solicitation, and a
separate written solicitation will not be issued. The solicitations and
all applicable provisions and clauses in effect through FAR FAC 97-11.
This solicitation is not set-aside for Small Business and the Standard
Industrial Classification Code is 3826 with a business size standard of
500. The laboratory controller and system shall include as a complete
unit with the following salient characteristics, features, and
specifications: 1. Dual pump system with inherent biocapability.
Associated pumphead shall be capable of providing material at a flow
rate of 10 milliliters per minute at 3500 pounds per square inch of
pressure. 2.Includes a tri-level racking system, and a sample inject
valve that operate in a "make-before-break" manner. 3. Provides for a
254/280 nanometer filter and a 5 millimeter ultraviolet flow cell,
conductivity flow cell. 4. Include a fraction collector with collection
rack and diverter valve. 5. Provide dual flow controller electronics
which include the following minimum personal computer (PC)
characteristics: (a). Pentium class 300 megahertz clock speed
microprocessor. (b). Random access memory (RAM) of 32 megabytes. (c).
6 gigabyte hard drive. (d). 3.5 inches floppy diskette drive. (e). 32X
compact disc drive. (f). Multimedia, 17 inch color monitor with
built-in speakers. In addition, the equipment must be Year 2000
Compliant. The system shall also be compatible to the existing
Pharmacia Mono Q HR5/5, Mono Q HR 10/10, and Mono SHR 5/5 Models in
that the pressure levels may be adjusted/switched to without changing
the pump heads or requiring additional hardware and software. Thus, a
seemless integration within ongoing experiments can be achieved with
this system without the downtime of changing pump heads. Offerors must
provide descriptive literature, warranties, and/or other materials in
sufficient detail to demonstrate that their offer meets the foregoing
requirements. The literature furnished must also show the item to
which the requirements herein pertain. The purchase order will be
awarded to the responsible offeror with the lowest-priced offer that
fully meets the requirements of this solicitation. This solicitation
incorporates the NCI Representations, Certifications, and Other
Statements of Offerors or Quoters (Simplified Acquisitions). The award
document will incorporate the requirements of the clause at FAR
52.213-4, Terms and Conditions -- Simplified Acquisitions. Full text

301-402-4509. Offers must be submitted on an SF-18 or SF-1449 that is
signed by an authorized representative of the offeror and include a
complete "Schedule of Offered Supplies/Services." The offer should
include a fixed price for allequipment, delivery, installation,
training, and other applicable charges. In addition to the
aforementioned descriptive literature, offers must also be accompanied
by a completed and signed copy of NCI Representations, Certifications,
and Other Statements of Offerors or Quoters (Simplified Acquisitions).
Offers and related materials must be received in this office by 3:00
pm EST on April 12, 1999. No collect calls will be accepted. Please
