synopsis/solicitation for commercial items prepared in accordance with
FAR Subpart 12.6, as supplemented with additional information included
in this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. The solicitation number for this project is 06-3K47-99, and is
issued as a Request for Quotation. This solicitation incorporates
clauses and provisions that are in effect through Federal Acquisition
Circular 97-11. This solicitation is issued on an unrestricted basis.
The standard industrial classification code is 7373, with a small
business standard of 18.0 Million average annual receipts for prior 3
yrs. The equipment is to be delivered, and installed/setup within 60
days of award and shipped F.O.B. DESTINATION to the U.S. Department of
Agriculture, Beltsville, Maryland 20705. The U.S. Department of
Agriculture intends to do a sole source contract to Perkin Elmer
BioSystems for database and softwarepackaged for government owned PE
BioSystem DNA Analyzers. Perkin Elmer is the sole manufacturer and
licensor of this commercial software which is compatible for their
product line of automated DNA analyzers. This RFQ contains eight line
items necessary to construct a database infrastructure which will
support the collection, management and analysis of genetic data
generated from PE Biosystems DNA Analyzers on a center-wide basis. Item

901522. Description of capabilities: The software package will mount on
an accessible database platform. The software accessories will
translate and analyze the raw data files generated from PE-ABI
instruments. The software will provide for communication of the PE-ABI
3700 instrument with the BioLIMS database. The BioLIMS database will
be updated as the new versions of BioLIMS software are released and
maintained as problems arise. Simultaneous access to the BioLIMS
database by eight users at different locations throughout the
Beltsville Agricultural Research Center, Beltsville, Maryland. BioLIMS
can be customized so genetic data analysis can be automated with other
sequence searching software. The software package has the capacity to
collect, store, and manage ABI DNA sequence and fragment files; locate
and track critical data; eliminate scattered and redundant files;
manage data across multiple projects; automate data analysis; maintain
data security and integrity, reduce labor costs of data analysis and
sample re-runs. Software is compatible with all Applied Biosystem DNA
Analyzers (Models 3700, 377, 310, 373), and the database system can be
expanded to receive files from more than one instrument; thus reducing
redundant equipment and software. Products are Year 2000 compliant.
Information Technology Products: The contractor warrants that each
hardware, software, and firmware product delivered or developed under
this contract and listed below shall be able to accurately process date
data (including, but not limited to, calculating, comparing, and
sequencing) from, into, and between the twentieth and twenty-first
centuries, including leap year calculations, when used in accordance
with the product documentation provided by the contractor, provided
that all listed or unlisted items (e.g. hardware, software, firmware)
used in combination with such listed product properly exchange date
data with it. If the contract requires that specific listed products
must perform as a system in accordance with the foregoing warranty,
then that warranty shall apply to those listed products as a system.
The duration of this warranty and the remedies available to the
Government for breach of this warranty shall be as defined in, and
subject to, the terms and limitations of the contractor's standard
commercial warranty or any general warranty provisions of this
contract, provided that notwithstanding any provision to the contrary
in such commercial warranty or general warranty provision(s), or in the
absence of any such warranty provisions(s), the remedies available to
the Government under this warranty shall include repair or replacement
of any listed product whose non-compliance is discovered and made
known to the contractor in writing within ninety (90) days after
acceptance. Nothing in this warranty shall be construed to limit any
rights or remedies the Government may otherwise have under this
contract with respect to defects other than Year 2000 performance. This
solicitation incorporates the following FAR clauses, provisions and

52.222-26, 52.222-35, 52.222-36, and 52.222-37. 52.222-70 COMPLIANCE
WITH VETERANS EMPLOYMENT REPORTING REQUIREMENTS (JAN 1999) (DEVIATION)
(USDA). (a) The Offeror represents that, if it is subject to the
reporting requirements of 38 U.S.C. 4212(d) (i.e., the VETS-100 report
required by FAR clause 52.222-37, Employment Reports on Disabled
Veterans and Veterans of the Vietnam Era), it has [ ], has not [ ],
submitted the most recent report required by 38 U.S.C. 4212(d). (b) An
offeror who checks "has not" may not be awarded a contract until the
required report is filed. CONTRACT PAYMENTS (MANDATORY INFORMATION FOR
ELECTRONIC FUNDS TRANSFER) Electronic Funds Transfer compliance with
31 CFR 208. To Facilitate Electronic Funds Transfer (EFT) for contract
payment, 31 CFR 208 requires the submission by the contractor to the
payment office. The contractor shall contact the Miscellaneous Payments
Section at the National Finance Center, New Orleans, LA, at
1-800-421-0323 or at www.nfc.usda.gov to initiate the enrollment
process of the Vendor Express Program (VXP), which will result in a
number being assigned to the contractor for payment under EFT. All
offerors must include completed copies of 52.512-3 (Representations and
Certification), 52.222-70 (Vets Employ Reporting) and listing of Year
2000 compliant products with its quotation. FAX quotations are
acceptable to (301)504-5009 on or before April 19, 1999 at 4:30 p.m.
(EST). Award to be made to the technically acceptable offeror
