This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. This solicitation is issued as a request for quotation (RFQ).
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular (FAC) 97-11 and
Defense FAR Supplement (DFARS) Change Notice 19990325. The standard
industrial classification code is 2741, Miscellaneous Publishing, and
the small business size standard is 500. This procurement is being
conducted as a total small business set-aside. This combined
synopsis/solicitation is for the procurement of publications which
provide practical information, guidance, and organizational assistance
to Air Force personnel and their families facing relocation. Five
separate publications are required, in various quantities, as specified
in the following line items: Line Item 0001- General Relocation
Organizer For US Moves, Quantity 1578 each: This product should help
personnel through the relocation process by detailing, step- by- step,
the things they need to do and the actions they need to take to manage
the process instead of being overwhelmed by it. It should cover the
various stages of the move. It should include an early action list, to
include notifications of the pending change of address, especially the
utility companies and other home service companies where service is to
be discontinued. The organizer should also provide inventory lists
which detail items to take and those to sell, donate, or throw out. It
should include document lists dealing with the important papers and
documents that need to be taken, particularly personal, financial, and
health records. It should include a travel section enumerating the
travel arrangements to new locations and covering the last minute
details, such as what to pack for the trip and return of library books
and other borrowed items. It should provide detail on how to choose a
mover and how to make sure that personal belongings are fully covered
by insurance in the case of damage. It should deal with issues
associated with arriving at a new location. The organizer should have
a checklist for the initiation of household services such as gas,
water, electric, and telephone. It should identify likely places to
locate school information and other essentials in the new location. It
should also have a list (settling-in checklist) of tried-and-true
methods to help the individual become settled and comfortable in the
new community. It should cover the entire relocation process in detail
from start to finish with practical "how-to" information and money
saving tips. Line Item 0002- Relocation Guide for International Moves,
Quantity 570 each: Similar to the relocation organizer for moves
within the US. It should address all stages of moving but with
international focus in mind. It should have a checklist dealing with
topics such as foreign entry, travel documents such as passports and
health documents, currency, and overseas housing. It should also deal
with issues such as learning the language and cultural differences to
expect. Electronic equipment and appliances should also be noted to
identify differences in wattage and voltage. It should list contacts on
the Internet, which provide Embassy or Consulate locations for dealing
with issues such as health conditions, currency, and entry
regulations. It should provide sources of information about various
countries, cities, and associated services. It should also cover
repatriation, including cultural adaptation upon return to the US. Line
Item 0003 -- Home Inventory Record Book, Quantity 430 each: This is a
convenient repository for important information and photographs that
identifies individual possessions. It should provide a means to create
and keep a complete and updated list ofhousehold items. A home
inventory organizer should provide a checklist and a place to store
records such as receipts and photographs. This organizer, with its
detailed record keeping capability, will enable ready access to
information to support the value of any claims made by relocating
personnel through accurate identification of the items. Line Item 0004
-- Information and Help for Moving Teens, Quantity 712 each: An
organizer to help teens recognize and deal with their complex emotions
regarding relocation. The organizer should emphasize how teens can
achieve a balance between old and new relationships and provide a
listing of Internet sites to provide teens with ways of finding out
more about where they are moving and activities that will be available
at the new location. The organizer should also have a section for
names, addresses, and telephone numbers, a place to keep pictures or
momentos, and a moving checklist to help the teens prepare before the
move. The purpose of this product is to provide teenagers with
information and a tool to make the move less stressful. Line Item 0005-
Book for Children, Quantity 200 each: A creative visualization activity
book for children. It should include story line and constructive
activities to reinforce the positive aspects of moving that will help
the children learn more about their new city. This is to be used as a
tool for emphasizing geography and other social studies concepts. This
product should provide various approaches of interest to children such
as crossword puzzles and word scrambles. Delivery of each line item
must be made f.o.b. destination on or about 1 Jun 99 in the stated

offered in response to this solicitation must be existing, commercially
available publications. Preferred size of each publication is no
greater than 8 inches by 5 inches. Detailed descriptions of products
offered for each line item must be submitted with your quote.
Descriptions shall provide information in sufficient detail to enable
a thorough evaluation of the items. All items will be awarded to one
contractor. The deadline for receipt of quotes is 4:00pm Eastern Time,
12 April 99. All responsible sources may submit quotes by mail or fax
for consideration. Quotes will be evaluated in accordance with the
following criteria: price, conformance with descriptions included with
each line item, size of publication offered, quantity and quality of
information included in each offered product, and delivery schedule.
Award will be made to the responsible, responsive contractor whose
quote demonstrates compliance with the requirements of this
solicitation and all referenced clauses and is evaluated as providing
the best value to the government on the basis of the information
submitted. Offerors shall include both unit price and total price for
each line item with their quotes and identify payment terms and any
