is a combined SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this Notice. This announcement
constitutes a request for proposals and is the only solicitation that
will be issued; no written solicitation will be issued. The
Solicitation number is DTFH61-99-R-00055 and is issued as a Request for
Proposals (RFP) incorporating provisions and clauses in effect through
Federal Acquisition Circular 97-10. Competition is limited to NASCAR
Craftsman Truck Race Teams. The Standard Industrial Classification Code
is 7319 and the small business standard is annual average gross revenue
of $5 million for the last 3 fiscal years. The contract line item is:
Partnership with NASCAR Craftsman Truck Race Series Race Team to
provide Marketing Services for the Federal Highway Administration_s
_Share the Road_/No-Zone Program. The No-Zone program is a national
public outreach campaign to educate people about how to share the road
safely with trucks and buses. General information about this program
is available at _www.nozone.org_. The services required by FHWA
include, but are not limited to: display of No-Zone Safety Decals on
Race Vehicle, Transport Vehicle, and Team Uniform; establish a
partnership with Race Team_s Major Sponsor to disseminate messages to
sponsors_ employees and customers; Conduct No-Zone
Demonstrations/Public Autograph Sessions of Race Team Driver at Race
Events on the Tour; Work with FHWA Resource Center to coordinate all
outreach activities; Parade Lap for No-Zone tractor-trailer at each
race event when allowed; display No-Zone Banner on pit wall at each
race event; facilitate distribution of No-Zone Promotional Material at
race events to enhance No-Zone recognition; facilitate Television and
Radio Network interviews with various Sports Networks covering race
events; and develop proposal to integrate No-Zone terminology into
Television Broadcasters_ vernacular during race events. This is a
Public Service program and FHWA has limited funds. The period of
performance will run from the award date through 11/30/99. The
following Federal Acquisition Regulation (FAR) provisions provide
information on proposal submission and evaluation: FAR Clause 52.212-1,
_Instructions to Offerors _ Commercial_, and FAR 52.212-2, _Evaluation
_ Commercial._ Full text of all FAR clauses is accessible
electronically at: http://www.arnet.gov/far. The Government will award
a contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous to
the Government, price and other factors considered. The following
factors shall be used by the Government to evaluate proposals: Past
performance of the Driver/Team; Ability of the Driver/Team to Carry-Out
and Present the Message; and proposed price. Offerors must include the
following in their proposals: 1) A price quotation along with a list
of services that will be provided.; 2) a completed copy of FAR
52.212-3, _Offeror Representations and Certifications _ Commercial
Items_, signed by an authorized representative of the offering entity
(available at http://www.arnet.gov/far), 3) biography of team driver,
4) standings for the past 3 years, and 5) a one-page narrative
describing the qualifications of the Team/Driver to effectively carry
out and present the No-Zone message to the public. The following FAR
clauses are applicable by statute to this solicitation: FAR 52.222-26,

Action for Workers with Disabilities; FAR 52.222-37, Employment Reports

Service Contract Act of 1965, As Amended. The resultant contract will
be subject to the following terms and conditions: FAR 52.212-4,
