The Clothing & Textiles Directorate of the Defense Supply Center Philadelphia (DSCP) will be soliciting proposals for a Muslim Ecclesiastical Prime Vendor (MEPV). Items to be included in this program are religious supplies to support Islamic chaplains in all military services. Approximately 20 different items are included. The MEPV is responsible for the following actions: assure that all items are in accordance with the item descriptions; provide a 100% fill rate for all items within the delivery timeframes; offer expedient solutions to "out of stock" positions; deliver supplies in designated time frames to customers worldwide at multiple destinations; receive and transmit various documents via EDI ANSI X12; provide for a one-for-one replacement warranty for defective items. The solicitation will be issued on an Unrestricted basis and will result in a firm fixed price, Indefinite Delivery/Indefinite Quantity Type Contract. The contract period will be a one-year base term and four (4) one-year termoptions. The estimate dollar value for each year will be a Minimum of $25,000 and a Maximum of $500,000. Delivery is required within 14 days after order. The acquisition will utilize the Tradeoff Process (Best Value Source Selection), which will allow the Government the flexibility to select a source whose proposal demonstrates the greatest probability of successful performance. Both technical and price proposals will be required at the time of solicitation closing. Technical merit is more important than price. Evaluation factors in descending order of importance are: Past Performance/Experience; Product Requirements; Electronic Data Interchange; Socioeconomic Considerations; and Javitts-Wagner-O'Day Act Entity Support.
