TGEORG@fetc.doe.gov The U.S. DOE FETC announces the planned
availability of a Broad Agency Announcement (BAA). DE-BA26-99FT40274,
entitled "Multi-Layer Ceramic Fuel Cell Research." The objective of
this effort is to procure applied research to advance the art of high
temperature solid state fuel cell design and manufacturing by funding
proposals employing multi-layer ceramic technology. Secondly, the
objective of this effort is to establish the art for multi-layer
research and manufacturing process development that contributes to
lowering cell/stack cost, and to improving cell/system performance.
Thirdly, the objective of this project is to encourage collaborative
development strategies for purposes of maximizing the probability that
the Government investment will reach the consumer through commercial
products. The Federal Energy Technology Center is looking for proposals
that include non-destructive, destructive and electrochemical testing
of bench scale components in order to validate the specific
manufacturing processemployed. Multiple cost-reimbursement/cost sharing
contract awards are anticipated with go/no-go decisions points built
into the contract to continue funding of individual awards. In
accordance with the Energy Policy Act, cost sharing of 20% will be
required of offerors. FETC anticipates release of the solicitation no
later than the first week of May 1999. The solicitation will be
