Research Laboratory intends to negotiate with DD Turner and Associates
for Statement of Work Titled: Design Review and Assessment of Soldier
System Situational Awareness Hardware and Software. This effort
supports the mission of the Human Research and Engineering Directorate
Field Element at Ft Benning, GA. The objective of this effort is to
obtain operational support and special technical services for ongoing
research and development activities which will be executed through
on-site support for design review and assessment of Soldier system
situational awareness hardware and software. The contractor shall (1)
Observe and participate in contractor design meetings and assessments
of Small Unit Operations (SUO) and Situational Awareness Systems (SAS),
(2) Support DARPA representatives and the Dismounted Battlespace Battle
Lab in the identification and resolution of Soldier system interface
design issues, (3) Support every phase of SUO and Situational Awareness
System (SAS) experiments including test design, data collection, data
reduction, data analysis, and test report preparation, (4) Provide
support in the development of scenarios to assess SUO/SAS filtering and
fusion proposals, (5) Support other government efforts that feed the
SUO/SAS and MOUT ACTD Situational Awareness efforts. Negotiations are
planned solely with DD Turner and Associates because of the unique
skills and qualifications of Mr. Turner, sole proprietor. He has
conducted numerous tests in the past. He has specifically conducted a
Mission Planning and Rehearsal System test that is a direct feed into
the SUO effort. His extensive knowledge of situational awareness
systems and user interfaces, his technical background, and his Infantry
expertise will be used in work on the SUO/SAS design and evaluation.
This will ensure continuity in design and evaluation throughout the
program. He is a recognized authority in Infantry tactics, techniques,
procedures and systems. This action is a modification to an existing
order to increase the level of effort within the period of performance
at a value estimated at $62,000. Interested persons may identify their
