The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) has a requirement for technical support services under solicitation number N00178-99-R-1018. Specifically, the NSWCDD has a significant interest in understanding the interaction of Isodecyl Pelargonate (IDP) plasticizer used in PBXN-110 explosive with a variety of adhesives used in the manufacture of the MK 125 Warhead for STANDARD Missile. NSWCDD intends to award an Indefinite Quantity/Indefinite Delivery contract on a sole source basis to Polymer Solutions, Inc., 1872 Pratt Drive, Blacksburg, VA 24060. Polymer Solutions shall provide both non-technical and specialized technical and engineering capabilities for the following tasks. Tasking includes, but is not limited to: Assessing and testing plasticizer-adhesive interactions; developing and implementing theory and test methodology to evaluate the permeability of laminate adhesives to IDP; Aging studies on MK 21 initiators or their subcomponents; surveillance work on IDP migration; initial screening of adhesive material; compatibility assessments and experiments involving differential scanning calorimetry and gas chromatography; experiments involving kinetics and by-products of plasticizer interactions with other materials; conducting literature searches; conducting trade-off analyses; and Fourier Transform Infrared Spectroscopy of chemical constituents. The Contractor must have site approval for safe handling and storage of explosives. The Contractor shall provide secure facility and personnel clearances to handle SECRET material.
