C Carney, g.c.carney@larc.nasa.gov. NASA/LaRC plans to issue a Request
for Quotation (RFQ) for tasks relating to improvements in the Automatic
Differentiation in Fortran (ADIFOR) version 3.0 tool and its
application to the government-owned computational fluid dynamics flow
solver code. The contractor shall modify the ADIFOR 3.0 tool to: (1)
reduce the Random Access Memory (RAM) requirement for
automatically-generated adjoint code, (2) reduce the disk usage of
automatically-generated adjoint code through the use of check-pointing
scheme, (3) allow for user-supplied directives to automatically
implement the Iterated Reverse Mode (IRM) technique described in AIAA
98-4807, (4) remove any additional limitation of the prototype
adjoint-generation tool and (5) develop tutorial examples and
documentation to be used in training new users of ADIFOR 3.0 tool. The
contractor shall demonstrate the improvements listed above in a
government-owned, government supplies version of the computational
fluid dynamic flow solver code. This procurement is beingconducted
under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to
purchase the items from Rice University of Houston, Texas, unique
experience and capability is available from only one source. This
unique experience and capability was gained by the Alan Carle,
Principal Investigator, in prior NASA sponsored Research Cooperative
Agreements (NCC-1-212, NCC-1-234, NCC-1-236). Alan Carle had already
demonstrated efficient prototype adjoint code generation and
applications, therefore, there would be substantial duplication of
costs for another person to learn these capabilities well enough to
perform this task, and such costs are not expected to be recovered
through competition. This concept is both unique and innovative and can
provide services not otherwise available to the Government. The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. Interested firms have 15 days from the publication of
this synopsis to submit in writing to the identified point of contact,
their qualifications/capabilities. Such qualifications/capabilities
will be used solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. Responses received
after the 15 days or without the required information will be
considered nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. An
