Inc., sbir@reisys.com. The NASA SBIR program is conducted under the
authority of the Small Business Research and Enhancement Act of 1982.
It is designed to provide small businesses with opportunities to
compete for federal research and development awards and to stimulate
commercialization of the resulting technology. The NASA SBIR 99-I
technical topics and subtopics support the NASA strategic enterprises
of Aero-Space Technology; Human Exploration and Development of Space;
Earth Science; and Space Science. In addition, topics are included for
new thrust areas which support more than one strategic enterprise. It
is anticipated that the 99-I SBIR solicitation will identify specific
potential product areas within each of the above-listed topic areas
that NASA wishes to emphasize. Anticipated topics include the
following: In support of Aero-Space Technology: Aviation Safety and
Capacity; Subsonic Transport Environmental Compatibility; Space
Transportation; General Aviation Revitalization; Next Generation
Aircraft Systems Design & Analyses Tools; and Experimental Flight
Research. In support of Human Exploration and Development of Space:
Increase Knowledge of Nature's Processes Using the Space Environment;
Explore and Settle the Solar System; Achieve Routine Space Travel;
Enrich Life on Earth Through People Living and Working in Space; and
Advance Space Communications and Operations. In support of Earth
Science: Earth Measurement Systems. In support of Space Science: Large
Optics Manufacturing Technology; In Situ Exploration and Sample
Return; Astrophysical and Space Physics Observation; and Interferometer
Technology. In Support of New Thrust Areas: Advanced power and On-Board
Propulsion (APP); Breakthrough Sensors and Instrument Component
Technology; Distributed Spacecraft; High Rate Data Delivery; Thinking
Space Systems; Spacecraft Miniaturization Technologies; Next Generation
Infrastructure; Surface Systems; and Ultralight Structures and Space
Observatories. To participate in the NASA SBIR program, firms must have
Internet access via the World Wide Web and an e-mail address. Details
can be found on the WWW NASA SBIR Home Page at http://sbir.hq.nasa.gov.
NASA will issue its SBIR solicitation 99-I starting at noon Eastern
time on April 24, 1999. Distribution will be by electronic transmission
services or by diskette as described below. Paper copies of the
solicitation will not be distributed. Instructions for electronic
access to the solicitation are as follows: Via the Internet (WWW): the
SBIR solicitation document and other program information are
accessible on the NASA SBIR/STTR home page which can be reached at
http://sbir.hq.nasa.gov/. Diskettes: those requesting the solicitation
are strongly encouraged to download it from the NASA SBIR Home Page
described above. However, if that is not possible, a diskette
containing the solicitation may be requested by U.S. Mail from the NASA
SBIR Support Office, REI Systems, Inc. 4041 Powder Mill Rd, Suite 311,
Calverton, MD 20705-3106 or via FAX at (301)937-0204. The request must
include thename and full address of the requester and specify either a
PC or Macintosh format for the diskette. These will be distributed by
U.S. Mail starting on April 24, 1999. Questions regarding electronic
access and other administrative matters should be referred to
(301)937-0888. Detailed instructions for proposal development and
submission are contained in the solicitation. Proposals are due July
14, 1999 and will be required in both paper and electronic formats as
