The National Institute on Alcohol Abuse and Alcoholism intends to negotiate a four month contract with Dr. Bedhiran Usten for a project entitled "Nosological Review and Edit of the International Classification of Impairments, Activities, and Participation-2 (ICIDH-2)." The proposed contract is to support a complete and thorough nosological review and edit of the entire ICIDH-2 prior to its publication. Authority: 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1. The proposed contractor is the only responsible source with the expertise in nosology and classification systems, knowledge of the substantive areas of disablements and impairments and, most significantly, knowledge of the lengthy history of the ICIDH-2 as it has evolved over the years. Inquiries must be made in writing; telephone inquiries are unacceptable. Based on market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
