(RFP), but is a request for submission of Standard Forms 254 and 255.
The National Cemetery Administration has a requirement for an
Architect-Engineer firm to design a 5,000 unit columbarium (Project No.
901CM3029) at Riverside National Cemetery, 22495 Van Buren Blvd.,
Riverside, CA 92518-2798. The project includes the design and all
related professional services for typical precast concrete and poured
in place concrete development using the standard National Cemetery
Administration precast niche and system. Services consist of
preparation of schematics and design development drawings with a
Government option to enter into a contract for construction documents,
construction period services and construction inspection services.
Schematic work will include analysis of the existing developed area of
the site to locate a preferred location and topographic survey of the
selected sight. Design Development work will include a completeion of
drawings to a level of approximately 35% of construction drawings. The
estimated cost of construction is between $1 million and $5 million.
Consideration will be limited to firms licensed in the State of
California within a 100-mile radius of Riverside National Cemetery.
Emphasis will be placed on design capabilities of the firm and on
previous columbarium design experience. Selection of firms to be
interviewed will be based on the following evaluation factors: Firm's
Capacity and Capability (30%); Proposed Project Team and Organization
(20%); and Experience and Past Performance on similar work (50%). Firms
may be interviewed using Government video teleconferencing facilities,
at the option of the Government. A firm responding to this notice
within thirty (30) calendar days from date of publication, or April 30,
1999, whichever is later, will be considered. Firms desiring
consideration shall submit appropriate Standard Forms 254 and 255 to
the issuing office. The selected firm must have electronic mail
capability and Internet access in orderto submit and receive fee
proposal documents electronically. This acquisition was previously
advertised as a small business set-aside. The set-aside has been
dissolved and the acquisition is being conducted using full and open
