This is a combined synopsis/solicitation for commercial parts prepared
in accordance with the format in FAR subpart 12.6, as supplemental
with additional information included in the notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This is a request for
quotation (RFQ) number DTCG80-99-Q-310094. This solicitation document
will incorporate provisions and clauses that are in effect through
Federal Acquisition Circular 97-10. The standard industrial
classification code is 2741 and the size standard is 500 employees. The
requirement is for the following: Contractor to provide an information
system services consisting of Department of Defense Index of
Specifications & Standards(DODISS) via the Internet.The content of this
product must include the following at a minimum to the best extent
commercially available *Military /Performance/Detail
Specifications,*Military Standards*DOD-adopted NON-Government/Industry
Specifications and Standards* Federal Specifications and Standards*
Military/Federal Qualified Products/Manufacturer's Lists
(QPLs/QMLs)*Other DOD Aeronautical/Design Standards,Specifications
Bulletins.This information must be accessible via the Internet in an
".html" or a ".pdf" file format, at a minimum. Users must be able to
search and locate document information by document number, keyword, and
preparing activity organization. Users must be able to print content
standards and pages from the DODISS product and retain formatting as it
is shown on-line. Users must be able to print document reports that
include the following information:* Document summery-including document
date, revision/update status, and author.* Document outline/abstract
document sections and page images to all sections, and intended use
information concerning the document.* Document history current status
and past history on version dates and documents titles.* Reference
Documents report other documents where selected document is
referenced.* Activity Source responsible review source or preparing
activity and related information.The information shall be
Internet-based and supported by Windows NT and 9X operating systems.
Contractor must provide written proof that substantiates copyright
agreement between technical associations, professional societies and
the firm submitting a proposal. This documentation must be provided for
each association or society with whom the firm has a copyright
agreement,be which the Department of Defense has adopted at least one
of their standards. Content information must be updated weekly, or on
a more frequent basis. Contractors must submit proposal for five
simultaneous users to be accessing the data at any one time.End users
must be able to access the information via the Internet from any
location in the continental United States and U.S. Territories.The
government will award a contract resulting from this solicitation to
the responsible offeror whose conforming to the solicitation will be
most advantageous to the government, price and other factors
considered.The following factors shall be used to evaluate offer:
