intends to award a sole source Indefinite Delivery/Indefinite Quantity
contract to Systems & Electronics Inc (SEI), 201 Evans Lane, St Louis
MO for the 60K Loader ("Tunner") Reliability Support Plan (TRSP), a
three-part integrated program consisting of logistic support with a
guaranteed Tunner performance, a dedicated engineering and development
program to increase the vehicle's reliability and war readiness, and
a risk mitigating program. These tasks will be implemented by way of
individual task orders issued under this contract. The Tunner was
designed and built by SEI. This contract will be for a basic period of
one year with three option years. No RFP is available for competitive
bidding; however, interested parties are invited to submit a statement
of capability for satisfying the requirement. No telephonic requests
will be accepted. All requests should be submitted in writing to the
attention of the contracting person listed above. Proprietary
information shall be protected and should be clearly identified. The
approximate issue/response date will be 15 APR 1999. To: Systems &

written or faxed requests received directly from the requestor are
acceptable. All responsible sources solicited may submit a bid,
proposal, or quotation which shall be considered. Authority: 10 U.S.C.
2304(C)(1), Justification: Supplies (or Services) required are
available from only one or a limited number of responsible source(s)
and no other type of supplies or services will satisfy agency
requirements. The proposed contract action is for supplies and services
for which the Government intends to solicit and negotiate with only
one, or a limited number of sources under the authority of FAR 6.302.
Interested persons may identify their interest and capability to
respond to the requirement or submit proposals. This notice of intent
is not a request for competitive proposals. However, all proposals
received within forty five-days (thirty days if award is issued under
an existing basic ordering agreement) after date of publication of this
synopsis will be considered by the Government. A Determination by the
Government not to compete this proposed contract based upon responses
to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose
of determining whether to conduct a competitive procurement. 17 This is
a fixed price requirements contract to repair components of the AN/APY
1/2 Radar System applicable to E3 Aircraft. The contract will contain
approximately 40 line items. Anticipate a base year and 4 option
