Services include concurrent writing, updating and revision of the Command Financial Specialist (CFS) Training Manual and CFS Instructor Guide. Contractor services consist of: 1. Consultation with Navy Personnel Command (NPC) to clarify project's outcome, methods and responsibilities. 2. Ensuring that all materials and content adheres to relevant OPNAV instructions and generally accepted financial management principles. 3. Observing the CFS training course and review existing Instructor Guide and Training Manual. 4. Coordinating the graphic design and layout of the Instructor Guide and Training Manual. 5. Submitting draft copy of the Instructor Guide and Training Manual for review and incorporate recommended changes. 6. Present an after-action report to NPC. These services will ensure: 1. Coordination of generally accepted principles and themes. 2. Consistent content of the Financial Education Program. 3. Utilization of state of the art technology in PFM training courses. 4. Instructor training is consistent and CFS courses are standardized Navy-wide. 5. Program materials can be easily updated via on-line resources. 6. New financial educators will have necessary materials to quickly conduct and manage quality PFM programs. 7. Program-wide outcome measurement efforts will be relevant.
