objective of this contract is to obtain engineering, technical,
administrative, operational, maintenance, repair, and calibration
support services for the Propulsion and Power Department (AIR 4.4). The
Propulsion and Power Department of the Naval Air Systems Command is the
lead activity for systems engineering and integration, engineering
analysis and evaluation, test and evaluation and in-service engineering
support of naval air propulsion and power systems, including:
airbreathing engines and engine integration for manned and unmanned
aircraft and missiles; electrical power generating, battery and power
conversion systems; electrical power distribution system, electrical
power quality, electrical starting and emergency electrical power
systems; auxiliary, secondary and emergency power systems; helicopter
transmissions and drive systems; aircraft and engine fuel systems, and
ground refueling systems; turbine engine fuel and oil; gearbox,
propeller and transmission oils and greases; and propulsion systems
performance. Specific tasks include but are not limited to program
management support involving the tracking of program funds, reporting
of program status, and coordination of all contractor support;
integrated product team support involving performance of engineering
studies and evaluations; laboratory operations / maintenance support
involving test/evaluation of propulsion and power systems and
maintaining test facilities; and administrative / clerical support. The
contract will be a cost plus fixed fee type with multiple awards in
accordance with FAR 16.504(c). The period of performance is for one
base year plus four (4) one year options. The estimated level of effort
required is approximately 650,000 hours for a span of five years,
approximately 130,000 hours a year. All responsible sources may submit
