Service-Washington intends to negotiate a multiple-award IDIQ task
order contract for advisory and assistance services in support of
studies conducted under Office of Management and Budget (OMB) Circular
A-76 or other privatization/commercial activities studies, projects or
efforts. These studies, projects or efforts may be conducted by
installations and activities throughout the Army and other Department
of Defense Activities. The services pertain to the whole range of
activities relating to privatization and commercial activities studies
for all organizational levels including, but not limited to,
Headquarters, Major Commands, installations, Agencies and Activities.
Anticipated services may include, but are not limited to support of the
following activities: General planning; streamlined cost comparison
support; initial study planning; job analysis; development of
Performance Work Statements (PWS); development of Quality Assurance
Surveillance Plans (QASP); development of solicitations and source
selection plans; performance of management studies to determine the
Most Efficient Organization (MEO); development of in-house cost
estimates; independent review of cost estimates; report preparation and
data collection for administrative appeals, protests, or litigation;
training and briefing. The principal, though not exclusive, focus of
the efforts under the proposed contracts will be to guide activities
through A-76 processes from beginning to end. Other efforts may include
such things as data collection, analysis and reports for headquarters
level program management, development of cost estimating relationships,
policy analysis and recommendation. Maximum (total for all contracts)
will not exceed $250 million). This acquisition will be unrestricted
