R -- SUPPORT CONTRACT FOR CROSS-SITE EVALUATION OF THE TARGETED CAPACITY EXPANSION PROGRAM SOL 270-99-7068 DUE 051899 POC Andrew Payne, Mary B. Haines, Contract Specialist (301-443-4980), Mary Anne Glitz, Contracting Officer The Substance Abuse and Mental Health Services Administration, Center for Substance Abuse Treatment (SAMHSA/CSAT) contemplates awarding a three year cost-reimbursement contract, with two-one year options with up to two options for additional quantities on a full and open competition basis. The purpose of this procurement is to complete the initiation of a Government Performance and Results Act (GPRA) cross-site evaluation and continue it across all project sites funded through the Center for Substance Abuse Treatment's (CSAT) "Targeted Capacity Expansion" Program. The Contractor will: facilitate the cross-site evaluation; support the data collection systems being used in the cross-site and support data quality control procedures for the data systems; provide technical assistance and logistical support to CSAT and its Targeted Capacity Expansion grantees; provide support to CSAT's technical assistance contractor regarding cross-site evaluation and data tasks associated with this cross-site evaluation; and conduct analyses of the cross-site data and prepare reports on the cross-site results. This contract will provide for technical expertise and consultation to local project evaluators to ensure that appropriate cross-site data is available to CSAT. On-site and off-site technical assistance and training will focus solely on aspects of the GPRA cross-site and associated "clusters" of grantees willing to provide additional evaluation information beyond GPRA requirements. Products and results of this effort include: development of a plan to continue an existing GPRA cross-site effort initiated under a contract task order; refinement, expansion, and enhancement of the initial methods and products developed under the task order; provision of technical assistance to an existing forty-one (41) grantees and an anticipated increase of up to 160 grantees; coordination and provision of cross-site evaluation conferences and workshops, etc. The estimated date for issuance of this RFP is April 15, 1999 with responses due May 18, 1999.
