Glitz, Contracting Officer The Center for Substance Abuse Treatment,
Substance Abuse and Mental Health Services Administration, Department
of Health and Human Services contemplates awarding a three year
cost-reimbursement contract with two option years on a full and open
competition basis. The purpose of this procurement is to assist States
in effectively addressing their needs for improvements in substance
abuse treatment funded by the Substance Abuse Prevention and Treatment
(SAPT) Block Grant and related State resources by (1) developing a
technical assistance (TA) plan to implement improvements identified in
a technical review, conducted under another contract, (2) providing
technical assistance based upon the TA plan, and (3) providing ad-hoc
technical assistance based on other needs. The results of this effort
will be to improve States' compliance with Federal block grant
requirements and to enhance the capability of States to provide quality
services through a strengthened systems infrastructure which addresses
the linkages among substance abuse, criminal justice, juvenile
justice, and public health. This will also result in improving the
States' capabilities to address issues of substance abuse services
delivery and financing under State health care reform. Offerors must
demonstrate a capability to develop and execute a comprehensive systems
planning, implementation, and reporting approach, based on the State
AOD systems technical review and technical assistance contract
mechanism originated in 1990 by the Office for Treatment Improvement
(OTI), now known as the Center for Substance Abuse Treatment (CSAT).
CSAT is one of three Centers which comprise the Substance Abuse and
Mental Health Services Administration (SAMHSA). The estimated date for
issuance of this RFP is April 12, 1999 with responses due thirty days
later. This solicitation may be obtained in either of two ways;
electronically, by downloading a file from the SAMHSA Web Site at
http://www.samhsa.gov or by mail. Files will not be made available on
the Web Site until on or after the estimated issuance date. Once
downloaded, you should determine if you have a continuing interest in
the RFP. If so, you should either write the individual identified above
that you wish copies of amendments to the RFP (if any) sent to you by
mail or check the Web Site regularly for amendments which will also be
posted there and can be downloaded electronically. You may choose
either method for obtaining amendments. Note, however, that if you rely
on the Web Site for obtaining amendments, at this time we have no way
to assure, and will therefore assume no responsibility for assuring,
you have downloaded these amendments. Requests for copies of the RFP to
be mailed must be made in writing. Requests will be filled on a
first-come, first-served basis until the supply is exhausted; however,
there is no assurance that copies requested after the twentieth day
will reach the requestor before the due date for receipt of responses.
