COMMERCE BUSINESS DAILY ISSUE OF MARCH 30,1999 PSA#2313BASIC AGREEMENT FOR RETAIL ELECTRICITY The Defense Energy Support
Center (DESC) is seeking to enter into Basic Agreements (See Federal
Acquisition Regulation [FAR] Part 16.702) with potential suppliers of
retail electricity, ancillary services, and incidental services for
delivery within the following North American Electric Reliability
Council (NERC) regions: Northeast Power Coordinating Council (NPCC),
Mid-Atlantic Area Council (MAAC), East Central Area Reliability
Coordination (ECAR), Southeastern Electric Reliability Council (SERC),
Florida Reliability Coordinating Council (FRCC), Mid-America
Interconnected Network (MAIN), Southwest Power Pool (SPP),
Mid-Continent Area Power Pool (MAPP), Electric Reliability Council of
Texas (ERCOT), and Western Systems Coordinating Council (WSCC). As the
restructuring of the electricity industry proceeds, DESC is planning
to enter into Basic Agreements with potential suppliers within each
NERC region. The execution of Basic Agreements affords DESC the best
opportunity to meet future installation electricity requirements, if
requested to do so, through award of definitive contracts using
existing Basic Agreements. To obtain a copy of the Basic Agreement or
