Submitted 26 Mar 1999 PRESOLICITATION NOTICE: Period of Performance
will be 01 Oct 99-30 Sep 00. Four one-year options may be awarded. This
acquisition will be full and open competition. SIC 8744, Size Standard
is $5,000.000.00. An award will be made using a Performance Price
Tradeoff procedure described in FAR 15.101-1 "Tradeoff Process," and
AFFAR 5315.101-1 "Tradeoff Process." This is planned to be a negotiated
acquisition. The Request for Proposal and Performance Work Statement
will be posted on the ASC PreAward Information Exchange System (PIXS)
at Wright-Patterson Air Force Base, Ohio
(http://www.pixs.wpafb.af.mil). The RFP will be issued on PIXS (see
address above) around 15 May 99. NO HARD COPIES WILL BE SENT. All
responsible sources may submit a proposal which shall be considerd.
Facsimile or alternate proposals are not acceptable. An Ombudsman has
been established for this acquisition. This procurement is for
non-personal services to include all services, labor, parts, and
materials necessary to operate the fuels management function and
facility (including preventive maintenance) at Wright-Patterson Air
Force Base (WPAFB), OH. Facilities could possibly be required to be
manned on-site, 24 hours per day, 365 days per year. Performance
requirements include all functions as prescribed in AFI 23-201, Fuels
Management, and AFM 23-110, USAF Supply Manual (Vol I, Part 3, Chap 1
& 4; and Part 4, Chap 10), for the managerial and efficient receipt,
storage and issuance of ground fuels, aviation fuels, liquid oxygen,
liquid nitrogen, and deicing fluid to support transient and
base-assigned aircraft and support equipment, to include nitrogen
support to various research laboratories. These may be accessed from
