a combined synopsis/solicitation. Request for Quotation #RFQ-618-132-99
entitled "Hotel Lodging" is hereby issued for commercial items prepared
in accordance with the format in FAR Subpart 12.6 as supplemented by
additional information included in this notice and incorporates
provisions and clauses in effect through FAC 97-11. The SIC Code is
7011 and the small business size standard is considered $5 million.
This CBD combined announcement/solicitation constitutes the only bid
document that will be issued. A separate written solicitation will not
be issued. Contractors' proposals (cost and technical) are herein
requested. A response to requirements listed below shall be submitted
on contractor's letterhead or formal quotation form and must address
all requirements listed in a separate technical proposal. Contractor's
price and technical proposal shall contain the name, title and
signature of person authorized to submit proposals/bids on behalf of
the contractor. Descriptive literature for each service offered must
also be included in proposal/bid package. The VA Medical Center (VAMC),
Minneapolis, Minnesota, has identified a critical need for Hotel
lodging and meeting rooms in the Washington, DC area. Hotel must
accommodate the following needs: (1) The number of sleeping rooms
required is estimated at 155 per night at government per diem rate for
Fairfax County -- $118.00/night (estimated 10 rooms for May 18, 1999;
estimated 155 for May 19, 1999; and estimated 155 for May 20, 1999;
(2) Small meeting rooms required is estimated at an estimated 10 with
meeting sessions held simultaneously for 20 people each on May 19 & 20,
1999; (3) One large meeting room (theater style) for an estimated 150
people for special presentations on May 20, 1999; (4) Special fee rates
and reductions based on number of attendees per day; (5) Must have
audio visual equipment available. This will be a firm fixed price
contract. Evaluation of proposals offered will include the following
factors: FEMA approved; extra amenities offered; location; and past
performance history (include 3 corporate or Government references with
phone numbers); capability to meet Government's requirement; and
price. Award will be made to offer determined to be the "best value" to
the Government. Evaluation may be made with or without discussions with
the offeror(s). The following incorporated FAR clauses and provisions
are those in effect through FAC 97-11 and are applicable to this

and Certifications- Commercial Items (NOTE: Offeror must include a
completed copy of "Offeror Representations and Certifications" along

Statutes on Executive Orders-Commercial Items. All responsible sources
who can provide service as listed above may respond to this
solicitation by submitting cost and technical proposals on their
company letterhead or bid form. Technical proposal must furnish
detailed data and information concerning their company's capabilities
to provide services as listed in the requirements above along with
