The U.S. Army Corps of Engineers, Seattle District, is seeking individual design-build sources or teams for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) design-build Multiple Award Task Order Contract (MATOC) for Air Force installations located within the Corps of Engineers Northwestern Division (NWD) military boundaries encompassing the states of Washington, Oregon, Idaho, Montana, Wyoming, Colorado, North Dakota, South Dakota, Nebraska, Minnesota, Kansas, Missouri, Iowa and Wisconsin. The Seattle District, Corps of Engineers is soliciting proposals for multiple award IDIQ contracts to perform design-build services primarily for Air Force major construction (MILCON) projects, however, minor construction work may also be accomplished. Three (3) IDIQ contracts are anticipated to be awarded. As requirements develop, task orders will be issued by NWD Military Districts: Seattle, Kansas City or Omaha, on a competitive basis to the awardees of this solicitation. At the Government's option, awardees may also compete with other sources for projects. While it is anticipated that the majority of task orders will be for design-build services, some fully designed projects may also be accomplished. Each contract will include a base year and four (4) option periods. The annual capacity of the three contracts will be shared, with the maximum value limited to $45 million per period or $225 million over the life of the contracts. Task orders are limited to $15 million each. The procurement will be conducted in two phases; the first phase will be a pre-qualification phase. During this phase, no more than five (5) firms will be pre-qualified. In Phase One (pre-qualification), submittals will be evaluated to determine which offerors may submit proposals for Phase Two. The Request for Proposal (RFP) for Phase Two (design and construction ) will be furnished to only the pre-qualified offerors shortly after the pre-qualification is completed and will be available in electronic format only (Electronic Bid Set (EBS)). Availability: The pre-qualification package will be available on or about 20 April 1999, at no charge per set, with pre-qualification package submittals due approximately three weeks later. No individual sheets are available. Documents will be issued on a first-come, first-served basis until supply is exhausted. No phone requests will be accepted. If you are a large business and your bid or proposal will exceed $1,000,000 you will be required to submit a subcontracting plan. For the purposes of this procurement a concern is considered a small business if its average annual receipts are $17 million or less.
