combined synopsis/solicitation for a commercial item prepared in
accordance with the format in FAR Subpart 12.6, as implemented with
additional information included in this notice. This announcement
constitutes the only solicitation. A quote is being requested and a
written solicitation will not be issued. The solicitation number is
DTCG40-99-Q-40003. This synopsis/solicitation constitutes a Request for
Solicitations and incorporates provisions and clauses in effect through
Federal Register Circular 97-07. The applicable Standard Industrial
Classification Code (SIC) is 3731, size, 1000 employees. The
acquisition is (ITEM 0001) 48 each, Synocholift 460 XHC Wheel
Assemblies complete with axles, axle blocks, U-bolts, washers, and nuts
matching whe wheels of the existing ETC of the shiplift at the Coast
Guard. The wheels shall have a carrying capacity of 112,000 pounds (50
long tons). The wheels shall have a tapered tread of 1 to 1.5 degrees,
and shall also be designed to carry the complete axle load of 50 LT
while rolling on its flang's edges. Wheels shall be double flanged and
shall meet the following dimensional profile: Width (out to out
between flanges) 150mm, tead diameter (at min side) 460 mm, flange
diameter 490 mm, flange width (at edge) 22mm. This item shall include
the manufacturer's best Standard Commercial Warranty. Drawings,
specifications, an schematics are not available. F.O.B. Point:

Delivery to be before 1 December 1999. Offerors are instructed to
include a completed copy of FAR provision 52.212-3, "Offerors
Representations and Certification -- Commercial Items," with their
quote. The following FAR provisions and clauses that apply to this
Request for Quotation are incorporated by reference: FAR 52.212-1,
Instructions to Offerors -- Commercial Items (Aug 1998). The following
addenda is added to 52.212-1: (1) Paragraph (b) -- Offerors who choose
to submit their quote on a SF 1449 may contact Brenda Thomas for a copy
of the form; 52.212-4, Contract Terms and Conditions -- Commercial
Items (Apr 1998). 52.212-5 Contract Terms and Conditions Required to
Implement Statues or Executive Orders -- Commercial Items (Jan 1999)
applies to this acquisition along with the following: 52.222-26, Equal
Opportunity (E.O 11246); 52.222-35, Affirmative Action for Special
Disabled and Vietnam Era Veterans (38 U.S.C. 4212); 52.222-36,
Affirmative Action for Handicapped Workers (29 U.S.C. 793): 52.222-37
Employment Reports on Special Disabled Veterans and Veterans of the
Vietnam Era (38 U.S.C. 4212). The following evaluation procedures are
included as an addendum to FAR Clause 52.212-2: The Government will
award a contract of the lowest evaluated price of a technically
acceptable offer. A written notice of award or acceptance of an offer,
mailed or otherwise furnished to the successful offeror within the
time for acceptance specified in the offer, shall result in a binding
contract without further action by either party. Before the offeror's
specified expiration time, the Government may accept an offer (or part
of an offer), whether or not there are negotiations after its receipt,
unless a written notice of withdrawl is received before award. Final
acceptance shall be at detination. Closing date and time for receipt of
offers is April 16, 1999 at 2:00 p.m. Eastern Standard Time. Submit
offers in strict accordance with FAR provision 52.212-1. Copies of
clause 52.212-3 will be provided upon offeror's request. Mail quote to

This contract action is for supplies for which the Government intends
to solicit and negotiate only with Synchrolift, Inc., as implemented
by FAR 13.106-1(b). A Market survey was conducted on 23 March 1999, and
the results of this survey support the determiantion to solicit with
only on firm. All responsible sources may submit a quote, which will be
considered by this agency. This notice is "For Minority, Women-owned,
and Disadvantaged Business Enterprises: The Department of
Transportation (DOT), of the Office of Small and Disadvantaged Business
Utilization (OSDBU), has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
line of credit is $500,000. For further information and applicable
forms concerning the STLP, please call the OSDBU at (800) 532-1169. For
