3 year requirements type contract with a BEQ of 98 each. No telephone
requests. Only written or faxed requests received directly from the
requestor are acceptable. All qualified, responsible sources, solicited
may submit a bid, proposal, or quotation, which shall be considered.
Authority: 10 USC 2304(c)(1), Justification: Supplies (or Services)
required are avialable from only one or a limited number of responsible
source(s) and no other type of supplies or services will satisfy agency
requirements. To be eligiable for contract award, offerors must be
approved sources IAW Clause I-70. The Government is NOT required to
delay contract award to review pending SARs. Therefore, offerors are
encouraged to submit SARs ASAP. If the Government has not completed
review of a SAR when the contract is awarded, the SAR will be retained
and the source will be reviewedfor possible source approval for any
future buyes. Gov't furnished drawings and specifications are NOT
available. All potential offerors should contact the buyer/PCO
identified in this notice for additional information and/or to
communicate concerns, if any, concerning this acquisition. If your
concerns are not satisfied by the contracting officer, an Ombudsman has
been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of an acquisition. The Ombudsman
does not diminish the authority of the program director or Contracting
Officer, but communicates Contractor concerns, issues, disagreements,
and recommendations to the appropriate Government personnel. When
requested, the Ombudsman shall maintain strict confidentially as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
