Facility plans to issue a Request for Quotation (RFQ) for 15 each
Systran Corporation part number H-AS-DPCID04K-00 Peripheral Control
Interconnect (PCI) Bus SCRAMNet+ NI DEC Interface Boards. NASA/JSC WSTF
intends to purchase the items from the Systran Corporation, Dayton,
Ohio, per a justification pursuant to FAR 13.106, Only One Reponsible
Source and No Other Supplies or Services Will Satisfy Agency
Requirements. No other source is known for the Shared Common RAM
Interface Boards that assures compatibility with the existing MODCOMP
Realstar 1000 control computer (VME) SCRAMNet+ interface boards and the
media cards and memory from the Extended Industry Standard Architecture
(EISA) bus SCRAMNet+ interface boards to be replaced by this
acquisition. Functional requirements of the DACS system are: full
hardware and software compatibility with the existing Versa Module
European (VME) SCRAMNet+ interface currently in use on the DACS control
processors, full hardware and software compatability with the existing
Systran media interconnect cards and memory, DMA access capability,
and driver software that runs on the latest version of the Compaq Open
VMS operating system with vendor software support available. Drivers
for this hardware must also be fully compatible with the existing DACS
SCRAMNet+ interface application software. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). The
Government intends to acquire a commercial item using FAR Part 12.
Interested firms have 15 days from the publication of this synopsis to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/ capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
15 days or without the required information will be considered
nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete thisproposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. An Ombudsman has
